Rape Arrest
Josue Emanuel Torres, age 18, of Santa Barbara, was arrested for the crime of rape by means of duress or fear. At the time of the incident Torres was working at a gas station on the 300 block of W. Carrillo Street, where the crime occurred. The victim is a 34-year old woman from Goleta.
On October 29, 2016 at 6:22 p.m., officers from the Santa Barbara Police Department responded to the Santa Barbara Sheriff’s Carpinteria Station to contact the victim of a sexual assault that occurred two days earlier in the City of Santa Barbara. Their initial investigation included arranging for a forensic medical examination of the victim to take place and putting her in contact with an advocate from the Santa Barbara Rape Crisis Center.
SBPD Crimes Against Persons Detectives Douglas Klug and Israel Santillan conducted follow-up investigation which revealed the following. On October 27, 2016 at 3:37 a.m. the victim entered the business where Torres was working. Torres allowed the victim to use one of the restrooms on the premises, where moments later he discovered that she was using an illegal drug. Torres then coerced the victim into having sex by threatening to call the police and having her arrested for the drug violation if she did not comply with his demand to have sex with him in the restroom. The victim, fearing arrest and the possibility of going to jail for the drug offense and a violation of probation, acquiesced to Torres’ demand.
Detectives Klug and Santillan contacted Torres at a residence on the 1100 block of Castillo Street on October 31, 2016 at 12:27 p.m. He was arrested and booked into Santa Barbara County Jail on the aforementioned charge with a bail amount of $100,000.00.
