TIMES. CONDITIONS WILL BE SLOW TO IMPROVE THROUGH THE MORNING
WITH SUBSTANTIAL IMPROVEMENT POSSIBLY NOT ARRIVING TILL 10 AM
EST OR LATER FOR SOME AREAS.
