On Thursday, February 16, 2017 at about 12:30 AM the Anderson Police Department received a report of a suspicious vehicle in the area of East St. and Alexander Ave. in the City of Anderson. Officers responded to the scene and located a 1996 Buick parked on the shoulder of the roadway with all of its light off.

Officers approached the vehicle and found it to be occupied by William Miles RICHTER, age 33, of Anderson. RICHTER was found to be partially undressed and alone in the vehicle.

A records check on RICHTER revealed him to be a convicted sex offender and for him to be on federal parole for possession of child pornography.

Officers confronted RICHTER about his suspicious behavior and RICHTER admitted to be sitting in his vehicle viewing child pornography on his cellular phone.

A search of RICHTER’s cellular phone revealed multiple images of suspected child pornography. RICHTER was placed under arrest and booked into the Shasta County Jail for possession of child pornography.

Officers continued their investigation and authored a search warrant for RICHTER’s residence. A search of RICHTER’s residence did not reveal additional child pornography, but officers did discover that RICHTER possessed a pair of child’s underwear in his bedroom. Additionally RICHTER was found to be in possession of ammunition, which he is prevented from possessing due to him being a convicted felon.

It should be noted that RICHTER was originally released from custody in July of 2016 after serving approximately fifty one months in federal prison for possession of child pornography. As a condition of his release RICHTER was originally ordered to serve ten years on federal parole.

As of February 21, 2017, RICHTER remains in custody at the Shasta County Jail.
