Arrest Warrant
On March 10, 2017 the Roscoe Police Department obtained warrants issued by the Winnebago County State’s Attorney’s office for theft by deception. The warrants stem from a case where in 2015 Richard F. Wheeler solicited businesses in Roscoe to be part of a banner program in conjunction with the Village of Roscoe. Wheeler solicited the businesses to purchase banners with their business name and logo on it through his company, The Banner Company. The banners were to be placed throughout the Village for advertisement. Wheeler solicited his banner program to over 50 businesses. No businesses were provided with a banner after paying Wheeler, nor were they issued a refund. The Village of Roscoe Police Department began an investigation into Wheeler and the Banner Company in March of 2016.
