Stranger Approaching Children / Subject Identified ACPD Case #17-0058
UPDATE: The Angels Camp Police Department is no longer seeking information related to the whereabouts of Vanier. An officer was able to speak with him directly via telephone, and we have closed our investigation into his activity while he was in Angels Camp. Thank you to those that provided information related to this investigation.
UPDATE: At approximately 10 PM on 01/26/17 we received information that Vanier was provided a ride to the Modesto Gospel Mission by a local area church member. Modesto PD was contacted and asked to attempt contact with Vanier at the mission. They were unsuccessful in locating Vanier, and his whereabouts are unknown at this time. Montana authorities are still attempting to confirm Vanier's status, and while they confirmed that he is not authorized to leave the state without permission, there currently is no want on him from the State of Montana. The Angels Camp Police Department is still seeking Vanier, to question him related to the incident that occurred in Angels Camp.
UPDATE: The subject in this case has been identified as Victor R. Vanier, a 47 year old male that has an extensive criminal record from several states. He is currently wanted for questioning in Angels Camp PD case # 17-0058, for charges related to annoying children. (CA Penal Code Section 647.6(a)) Vanier's hotel room was paid for by a local church, and since our original advisory post we were contacted and advised that he reached out to an additional local church and asked for that church to pay for a subsequent night at a hotel. That request was denied. Most recently Vanier was arrested in Broadwater County, Montana, in August of 2016, where he is out on bail on charges related to DUI and disorderly conduct. The conditions of his release include that he is not to leave the State of Montana without permission. If you see him do not approach him, call 911 and report the information to police.
On 01/23/17 the police department was made aware of a man that reportedly approached a high school student that was walking home earlier in the afternoon. The man, unknown to the juvenile, asked the juvenile if they are homeless and offered to share his hotel room with the juvenile. The juvenile declined the offer and reported the incident to a parent, who later notified police.
The police department obtained the attached photograph of the unknown adult from the parent of the juvenile, and confirmed that the male subject stayed one night, on 01/23, at the Best Western on S. Main Street. As of this notification the male in the attached picture has not been formally identified.
