Chula Vista Police Department's 25th Annual Awards and Recognition Ceremony

The Chula Vista Police Department will be hosting the 25th Annual Awards and Recognition Ceremony at the Chula Vista Police Department, 315 Fourth Avenue, tomorrow, May 11th, 11:30 am

Lifesaving Award - Officer Casey Rose and Officer Curtis Chancellor
On 11/20/16, at 2205 hours, officers were dispatched to a female pinned between two vehicles in the 1000 block of Nacion Avenue. The caller was hysterical and dispatch was unable to obtain detailed information. Several officers, including Officer Curtis Chancellor and Officer Casey Rose responded to the call. Officer Chancellor was the first officer to arrive on scene and saw a female victim, later identified as Ann Krone, lying in the street after having been struck from behind by a vehicle travelling southbound on Nacion Avenue. Ann was standing at the trunk of her parked vehicle when she was struck and was pinned between the two vehicles. A family member moved her vehicle which freed her, but in doing so, it released the pressure on her legs. Her legs suffered severe trauma and were partially severed and she was losing a large amount of blood from her femoral arteries being severed.
Officer Chancellor immediately placed a tourniquet on her left leg. Officer Rose arrived and placed a tourniquet on her right leg. Officer Rose noticed that Ann was still bleeding and requested two more tourniquets from arriving Fire Department personnel. Officer Rose applied a second tourniquet to Ann’s right leg while a fire fighter applied a second tourniquet to her left leg. This staunched the flow of blood and medical personnel were able to quickly transport Krone to a trauma center where she was stabilized.
UCSD Trauma Surgeon Dr. Gadot credited the application of the tourniquets with helping to save Ann’s life. Officer Chancellor and Officer Rose should be commended for their quick actions during a very chaotic and stressful situation.

Scottish Rite of Freemasonry Award Recipient – Agent James Petray
Agent Petray is being recognized for his outstanding and complex murder investigations that resulted in the convictions of multiple gang members making the streets safer for all residents in the City of Chula Vista.
The first case involved a gang shooting on Mankato Street and a week later another shooting on Anita Street. During these shootings, a sawed-off .22 caliber rifle was used killing one victim and injuring two more. Based on investigative leads, Agt. Petray served a search warrant on one of the suspect’s residence, a known Otay gang member and recovered a .22 caliber sawed-off rifle, a .22 caliber handgun, ammunition, and other pertinent evidence. The sawed-off rifled was later identified, through ballistics, as the gun used in the shootings. Two suspects were arrested and later convicted of first degree murder.
The second case involved another two shootings, one in San Diego and the other in Chula Vista. The first shooting involved a robbery with three victims killing one of them. The second shooting hours later, the same suspect hid, waited for the female victim to approach him, and then shot the her three times at point blank range, killing her almost instantly. Through Agt. Petray’s hard work and dedication, he identified and arrested the suspect. The suspect ultimately plead guilty and will serve life in prison without the possibility of parole.
In both cases, Agt. Petray, working with his fellow Crimes of Violence Unit Detectives, kept track of mountains of evidence and utilized sophisticated and innovative investigative techniques. His efforts, along with the good work of the District Attorney’s Office, resulted in successful prosecutions involving gang and special circumstance allegations. These were two of the most significant cases for CVPD in its recent history. Agt. Petray is to be recognized for his outstanding work and contributions to the citizens of Chula Vista. The city is a safer place, because of his efforts.

Citizen Exceptional Service Award – Terri Hunsicker
The Citizen Exceptional Service Award is being presented to Terri Hunsicker for her actions in aiding her elderly neighbors and keeping them safe. In February 2016, the Chula Vista Police Department received a request to check the welfare of her neighbors. The elderly neighbors, (who are 93 and 95) were being taken advantage of by their 30-year-old granddaughter who lived with them. The granddaughter had a history of mental illness and narcotics abuse and was refusing to take her medication. Ms. Huniscker provided excellent background and detailed history of the problems her neighbors were having with their granddaughter. Based on the information provided, our investigators developed enough evidence to arrest the suspect for felony elder abuse. Thanks to Ms. Hunsicker’s attentiveness and personal interest in Public Safety, the suspect was held accountable for the crimes committed. The Chula Vista Police Department would like to thank Ms. Hunsicker and commend her for her exceptional service to our community.


Citizen Exceptional Service Award – Bob and Sue Sutherland
The Citizen Exceptional Service Award is being presented to Bob and Sue Sutherland for their continual contributions and assistance to the Chula Vista Police Department and the community. For years, Mr. and Mrs. Sutherland have supported the Chula Vista Police Department through generous donations to the Senior Volunteer Program, the Police Canine Program, the Baker to Vegas team, the Shoe and Sock Drive and other community events. Bob continues his good work as a board member of the Chula Vista Police Foundation. The Sutherland’s personal generosity and support has had a positive impact on the Department and our community. The Chula Vista Police Department would like to thank and commend Bob and Sue Sutherland for their exceptional service to our community.
