ACCUSED: Vincent Blout Age 52, Asbury Park, NJ

NARRATIVE:

On May 17, 2017 Ptl Dan Lokerson and his partner Atok were on routine patrol in the Village of Loch Arbour. At approximately 12:33pm Ptl Lokerson observed a Dodge Ram Pickup traveling south on Norwood Ave with an equipment violation. Ptl Lokerson conducted a motor vehicle stop on the Norwood Ave bridge just before entering the City of Asbury Park. A subsequent investigation revealed the driver to be in possession of a controlled dangerous substance. During the course of the investigation the accused became uncooperative and threw the controlled dangerous substance off the Norwood Ave bridge into Deal Lake and became combative with the officers involved. Blout was subsequently arrested and transported to Deal Police headquarters for processing.

Blout was charged with possession of a controlled dangerous substance, tampering with physical evidence, obstruction, maintenance of lamps, operating a motor vehicle while is possession of a controlled dangerous substance and resisting arrest. In accordance with bail reform guidelines Woolley was released on his own recognizance pending court date.
