On July 22, 2017 at approximately 9:48 am, Thurmont Police responded to an address on Rouzer Ct. for a possible overdose. Upon the officer’s arrival, he located the victim in a bathroom lying on the floor. The victim became conscious and was determined to have normal vital signs by EMS. The victim refused any treatment. While on the scene, the officer observed suspected Heroin and Heroin paraphernalia in the victim’s room. The subject was identified as: Tyler Cartee, age 22, of Thurmont. Mr. Cartee was placed under arrest and taken to Central Booking where he was charged with: Possession of CDS-Heroin, Possession of CDS Paraphernalia. At his Initial Hearing, Mr. Cartee was released on Personal Recognizance.
