According to the National Weather Service, the band of heaviest rainfall has shifted east into extreme southeast Texas. TS Harvey is now centered off the coast, but has no showers or thunderstorms near the center. Harvey is expected to remain at minimal tropical storm strength as it drifts southeast and then turns and moves northeast out across the coastal waters through mid-week.
