Mail And ID Theft Suspects Arrested
On 10-25-17, at approximately 11:30 p.m. Officers were dispatched the Ripon Save Mart regarding suspects who were reportedly trying to pass a stolen forged check.
The reporting party provided a detailed description of the suspects and their vehicle, including the license plate number. Officers Jared Heuvel and Alex Contreras immediately responded to the scene. They quickly located the white, 2017 GMC U-Haul truck associated with this case. A traffic stop was conducted in the Love's Truck Stop parking lot located at 1553 West Colony Road.
Three suspects were located in the vehicle. One of the occupants was found to be on searchable probation. Another occupant was found to have provided false identification to a police officer. The third suspect was found to have an outstanding felony warrant for her arrest. While speaking to the occupants, officers determined the suspects could be involved in the theft of US mail.
A vehicle search was conducted. Officers located over 1000 pieces of stolen mail from Manteca and Elk Grove. Stolen property, stolen credit cards and ID theft indicia was also located.
Ripon Special Investigation Unit Detectives Richard Francis and Paul Staley joined the investigation and they immediately called the US Postal Inspectors to assist with this case due to the scope of the investigation.
JEANNE MACIAS MENDOZA (43) of Stockton, was booked into the San Joaquin County Jail on charges that included: Conspiracy, Unlawful Use of Personal ID, Provide False Id to a Police Officer, Alter Forged Drivers licenses, Poss. of ID to Commit Forgery, Forgery/False Checks, Possession of Controlled Substance Paraphernalia and possession of stolen property.
LOM VAN NGUYEN (41) of Stockton, was booked into the San Joaquin County Jail on charges that included: Conspiracy, Unlawful Use of Personal ID, Misappropriation found property, Alter Forged Drivers licenses, Provide False Id to a Police Officer and possession of stolen property.
KIMI KOLLETTE MATSUNO (45) of Stockton, was booked into the San Joaquin County Jail on charges that included: Conspiracy, Unlawful Use of Personal ID and possession of stolen property.
Detectives are currently working with allied law enforcement agencies to identify additional victims. Department spokesperson, Lieutenant Steve Merchant said over 1,100 pieces of evidence was seized in this case. Merchant said, “Our Crime Scene Technician, CSO Forks is assisting our detectives with the evidence collection and processing due to the sheer number of items involved in this case.” Merchant added, “If you believe you have been a victim of mail or ID theft, please call your local law enforcement agency and make a report. This will aid in the prosecution of the persons involved.”
