SUMMARY:
On November 20, 2017, at approximately 6:35 am, Lieutenant Kevin Ferber of the Barstow Sheriff's Station observed a blue Volkswagen parked in front of a residence in the 25600 block of West Main Street. The vehicle did not have a license plate but matched the description of a blue Volkswagen R32 that was previously reported stolen in the City of Barstow on November 19, 2017. Lt. Ferber observed a white male adult, later identified as Joseph Millard, exit the residence and begin working on the vehicle as additional deputies from the Barstow Sheriff's Station responded to the location. Deputies detained Millard and located personal documents, belonging to the victim and the key to the Volkswagen on his person. Millard was subsequently arrested for possession of a stolen vehicle.
Deputies located two additional subjects at the residence, Aaron Patlan and Tenay Gibbs. Patlan and Gibbs were found to have active warrants and were taken into custody.
Investigators from the San Bernardino County Auto Theft Task Force (SANCATT) responded to assist in the investigation and received information of additional stolen property at a residence in the 25300 block of Bejoal Street. A search warrant was authored and served on November 21, 2017. Stephanie Armijo was contacted and found to be in possession of additional personal property belonging to the victim. Numerous stolen items related to other recent crimes as well as devices used to manufacture or commit fraudulent acts, such as identity theft and credit card fraud, were located inside the residence. Armijo initially identified herself with a different name in an attempt to evade the investigators, as she also had two active felony warrants. Armijo was arrested for the warrants along with additional charges of possession of stolen property, conspiracy, and false impersonation.
Jacob Toy was also contacted at the Bejoal residence and found to be on Post-Release Community Supervision (PRCS) with a no-bail felony warrant. Additional information led to a second search warrant at a residence in the 28000 block of Crestview Road. An off-highway vehicle was located on the property, which had been previously reported stolen on October 14, 2017, in the City of Irvine. Numerous subjects were interviewed and one of the residents, Ross Pelikan, was arrested for possession of stolen property.
As a part of Governor Jerry Brown's Realignment Plan, or Assembly Bill 109, offenders with non-violent, non-sexual and non-serious convictions will serve reduced sentences in county jails prior to placement on local supervision (PRCS) through County Probation.
