INCIDENT: Child Endangerment /Commercial Burglary arrests

LOCATION: 36400 Block of Shady Lane, Barstow

VICTIM: Confidential

SUSPECT: Kelly Starr, 35 years old, resident of Barstow
Robert Wagner, 36 years old, resident of Barstow

SUMMARY:
On January 23, 2018 at approximately 3:03 P.M., deputies from the Barstow Sheriff’s Station responded to a residence in the 36400 block of Shady Lane to investigate a lead on a commercial burglary that was reported on January 16, 2018, in Hinkley. A search warrant was authored after the deputies contacted Robert Wagner and determined he matched the description of the suspect observed in the video surveillance of the theft. Several pieces of evidence were located connecting him to the theft, including a hat he was wearing in the video surveillance, a truck he was driving and a dog that had accompanied him during the theft. Wagner was subsequently arrested for PC 459C, Commercial Burglary.

Wagner’s girlfriend, Kelly Starr, was arrested for PC 273(A)A, Child Endangerment, after the deputies found that the children in the home were not living in suitable conditions. Additionally, methamphetamine was located on Starr’s person and in her vehicle, which was easily accessible to her children. Both suspects were transported to the Barstow Jail and the children were taken into custody by the San Bernardino County Children and Family Services.
