On Friday, January 26, 2018 at approximately 7:45pm, a Hope Mills Police Officer conducted a traffic stop of a vehicle traveling in the opposite lane of travel on Legion Road. After stopping the vehicle, the Officer made contact with the driver, later identified as Joseph Michael Watts, 41 of the 1800 block of Kenwood Avenue, Spring Lake and, the passenger Constance Maramnie Johnson-Floyd, 40 of the same address. During the course of the Officer’s contact with the occupants of the vehicle, the Officer developed information that led him to believe illegal narcotics were present in the vehicle or on the persons occupying the vehicle. During a subsequent search of the vehicle and it’s occupants, Officers found methamphetamine, marijuana, and paraphernalia associated with the use and, sale of illegal narcotics. Officers also found that the occupants of the vehicle provided Officers with false identification during their initial contact with the Officer.

Both subjects were transported to the Cumberland County Detention Center where they were jailed for the following charges:
