Neighborhood Patrols Net Arrests

On February 13, at approximately 11:54 pm, Officer Justin Qualle checked on the registration status of a vehicle at the intersection of Jack Tone Rd. and W. Main St. The vehicle status returned stolen from Waterford, CA from the previous day.

A traffic stop was conducted on the vehicle in the 1600 block of W. Fourth St. As the vehicle came to a stop three of the four subjects inside the vehicle fled the area on foot and began entering backyards of homes.

Officers were able to set up a perimeter in the area, using additional staff that was assigned to a special operation. After an extensive search all four suspects were located in various parts of the Dutch Meadows subdivision. The last suspect was located by officers at approximately 4:00 am.

Officer’s recovered mail believed to be stolen from the Stockton area, stolen items from recent residential burglaries from communities to the north of Ripon, shaved keys for community mailboxes, and drugs. One suspect had a recently reported stolen Manteca High Buffalos Section Championship Swim ring in his possession. Detectives are currently working on identifying owners of the property located.

Tommy Hon (male, 30 yrs of Stockton) was arrested and booked into the San Joaquin County Jail on charges of Motor Vehicle Theft, Possession of a Stolen Vehicle, Possession of Stolen Property, Conspiracy to Commit a Crime, Identity Theft, Possession of Drug Paraphernalia, False Identification to a Police Officer, and Possession of Burglary Tools.

Sophany Neo (male, 37 yrs of Stockton) was arrested and booked into the San Joaquin County Jail on charges of Motor Vehicle Theft, Possession of a Stolen Vehicle, Possession of Stolen Property, Conspiracy to Commit a Crime, Identity Theft, Possession of Drug Paraphernalia, False Identification to a Police Officer, Obstructing/Resisting a Police Officer, False Impersonation, and Possession of Burglary Tools.

Roth Chan (female, 32 yrs of Stockton) was arrested and booked into the San Joaquin County Jail on charges of Motor Vehicle Theft, Possession of a Stolen Vehicle, Possession of Stolen Property, Conspiracy to Commit a Crime, Identity Theft, Possession of Drug Paraphernalia, False Identification to a Police Officer, Possession of Burglary Tools, and an outstanding warrant.

Pharin Thath (male, 37 yrs of Stockton) was arrested and booked into the San Joaquin County Jail on charges of Motor Vehicle Theft, Possession of a Stolen Vehicle, Possession of Stolen Property, Conspiracy to Commit a Crime, Identity Theft, Possession of Drug Paraphernalia, Obstructing/Resisting a Police Officer, and Possession of Burglary Tools.
