On 3/3/2018, during the early morning hours, WCPD Officers responded to separate calls involving a similar subject, walking into residences in Rossmoor (a 55 and older gated community), stealing vehicle keys, and in two occasions actually stealing the resident’s vehicle. One of the stolen vehicles was located in the Rossmoor property grounds.

Allied agencies were notified of the outstanding stolen vehicle and a Deputy with the Contra Costa Sheriff’s Department soon after located the vehicle and a brief pursuit ensued. The driver of the stolen vehicle crashed onto a curb on Livorna Road and ran into a nearby house and attempted to steal the vehicle that was parked inside the garage. A WCPD Officer and a Sheriff’s Sergeant apprehended the subject without further incident.

Michael Kemper was arrested for four residential burglaries, two stolen vehicle thefts, one attempt stolen vehicle theft, felony probation violation, and for being under the influence of a controlled substance. No citizen or Officer was injured as a result of Kemper’s actions. Kemper had minor injuries to his face as a result of the crash into the curb. He was treated for his injuries and transported to the Martinez Detention Facility for booking.

The investigation determined that Kemper used the resident’s own “hidden key” to enter the three separate Rossmoor residences. We recommend that residents do not have “hidden keys” and instead provide a trusted relative or neighbor with a spare key for emergencies.
