Morgan Hill Police Chief David Swing Elected President
of The California Police Chiefs Association
Morgan Hill Police Chief David Swing will be installed as President of the California Police Chiefs Association (CPCA) for a one-year term, on March 21st, at its 41st Annual Training Symposium, at the Westin Hotel in Long Beach. Chief Swing brings extensive experience to the position of President of CPCA, having been in law enforcement for 23 years. He has served as the Chief of the Morgan Hill Police Department since 2011 having begun his career there as a reserve officer in 1995. Chief Swing was appointed to the CPCA Board of Directors in 2013 and was elected second vice president in 2016. He also chaired the association’s Law & Legislation and Political Action Committees for three years and served on the League of Cities Board of Directors representing Cal Chiefs for two years.
“I am honored to lead the California Police Chiefs Association this year. We have much to be proud of as an association and profession and much to accomplish in the coming year. We will continue to collaboratively address issues facing our profession, including strengthening community trust, rising crime rates, the growing impacts of homelessness and the mentally ill and the unprecedented reforms that have impacted the criminal justice system. All of these issues have significant impacts in the manner we serve our communities. I look forward to working with my colleagues and interested stakeholders on these and many other issues that impact the safety of California residents,” said Chief Swing.
Chief Swing believes that community engagement is a key ingredient to safe communities and has led various initiatives to increase community involvement including an outcome-based plan for public safety focused on building community trust and confidence. The department recently updated the plan and vision to become the Police Department of Choice for its members and community.
Out of all the assignments he has held during his career, Chief Swing found his calling in the work of domestic violence having led several initiatives that enhanced the department’s response including a federal grant award that increased advocacy efforts and resulted in the opening of a Family Justice Center in his community.
Chief Swing holds a Bachelor of Arts Degree in Public Relations and a Master’s Degree in Public Administration both from San Jose State University. Chief Swing is a graduate of the California POST Command College, an executive leadership development program.
“I look forward to the opportunities facing law enforcement this year and will work collaboratively on the key legislative and public safety issues facing the profession and to strengthen the perception of the nobility of our service,” said Chief Swing.
