Police Blotter April 16th thru Aril 22nd

Investigations Update:

On Friday, October 20th, approximately 8:32 pm, El Cerrito Police Department officers were sent to a reported armed robbery that occurred at Atlas Liquors, 11382 San Pablo Avenue. Upon arrival, it was determined the business had been robbed at gunpoint by two suspects. During the robbery, one of the suspects discharged a firearm, striking a clerk. The suspects fled the scene on foot with an undisclosed amount of cash. The clerk, a 49-year-old male, suffered a gunshot wound to his lower body. The victim was transported to an area hospital for his injuries which were determined to be non-life threatening.

During a detailed search of the crime scene, officers located two pairs of latex surgical gloves that matched the gloves worn by the suspects in the robbery. Both gloves were examined for DNA evidence, and two suspects were identified. The first suspect, Jontae Webber, was identified as one of suspects in the robbery. The second suspect was later identified as Charles Parker. It was determined the two suspects were tied to two additional armed robberies in California as well as a string of crimes in the state of Texas. Parker remains in custody while Webber has skipped bail and is currently a wanted person and his whereabouts are unknown.

April 16th:

Warrant Arrest– S. 56th Street / Cypress Ave:
At 1006 hours, an officer conducted a traffic stop and arrested a 32-year-old man from Oakland on a parole violation warrant. He was booked at the ECPD and then transported to the Martinez Detention Facility.

Shoplift – Sketchers, 5815 Cutting Blvd:
At 1015 hours, officers responded to a theft and detained a 28-year-old transient. The man was placed under citizen’s arrest, booked at the ECPD, and then released on a citation.

Shoplift – CVS, 10650 San Pablo Ave:
At 1159 hours, an officer responded to a theft at CVS and detained a 45-year-old-man from San Pablo. The suspect was positively identified as being the responsible and placed under citizen arrest. He was booked at the ECPD and then released on a citation.

Shoplift – Lucky’s, 1000 El Cerrito Plaza:
At 1346 hours, officers responded to a theft and detained a 25-year-old man from El Cerrito. He was placed under citizen’s arrest, booked at the ECPD, and then released on a citation.

Shoplift – Luckys, 1000 El Cerrito Plaza:
At 1550 hours, an officer was at Luckys when he was notified of a theft by staff. The staff identified two female juveniles (16-years and 15-years-old) as the suspects, but they refused to stop for the officer. They were detained at El Cerrito Plaza BART, placed under citizen’s arrest, booked at the ECPD, and then released to their parents.

Vandalism, Probation Violation – Jack-in-the-Box, 5920 Cutting Blvd:
At 0530 hours, officers responded to Jack-in-the-Box on the report of a male who broke the drive-thru window. Officers arrived on scene and contacted a 45-year-old- male from San Pablo who was identified as the suspect. The man was placed under citizen’s arrest, booked at the ECPD, and then released on a citation.

April 17th:

Auto Burglary – 1300 block Brewster Dr:
Between 4/16/18 at 1800 hours and 4/17/18 at 0700 hours, an unidentified suspect broke the front passenger side window of a vehicle and stole the victim’s gym bag.

Grand Theft – BART Path / Manila Ave:
Between 3/30/18 and 4/5/18, an unknown suspect stole the metal armrests from eight newly installed benches along the BART Path. The armrests cost about $1400.

Warrant – 6400 Cutting Blvd:
At 1052 hours, an officer conducted a traffic stop and arrested a 15-year-old juvenile from San Pablo on a Contra Costa County truancy warrant. He was booked at the ECPD and then released to his mother.

Shoplift – Sketchers, 5815 Cutting Blvd:
At 1159 hours, an officer responded to a theft and detained a 47-year-old transient female who was identified as the suspect. The female was placed under citizen’s arrest, transported to the ECPD for booking, and then released with a citation.

Stolen Vehicle – 3000 block Carlson Blvd:
Between 4/16/18 at 1830 hours and 4/17/18 at 0830 hours, an unknown suspect stole the victim’s grey 2015 Chevy Volt.

Warrant – San Pablo Ave / Potrero Ave:
At 1349 hours, an officer conducted a traffic stop and arrested a 36-year-old female from Richmond on an outstanding warrant. She was booked at the ECPD and then turned over to the RPD for further investigation.

April 18th:

Felon with Pepper Spray, Possession of a Controlled Substance – San Pablo Ave / Cutting Blvd:
At 0859 hours, an officer recognized a 38-year-old Richmond man who had an outstanding warrant for his arrest. The man was subsequently arrested and found to be in possession of bear spray and methamphetamine. A review of his criminal history determined the man is a convicted felon. The man was booked at the ECPD and then transported to the MDF.

Grand Theft – Arlington Blvd:
The victim met a 28-year-old male from Martinez on a dating app and invited him to her house. The victim left the man alone briefly and then gave him a ride home. Upon returning to her residence on Arlington, she realized her MacBook Pro was missing.

Robbery (Strongarm), Warrant – Marshalls, 10794 San Pablo Ave:
At 1325 hours, Officers responded to a battery and on-viewed loss prevention who were detaining a 45-year-old man from El Cerrito. The man entered the business and selected $400 in dress shirts and then left the store without paying. Loss prevention agents stopped the man, identified themselves, and attempted to recover the property. The man responded by striking one of the loss prevention agents in the face with a closed fist. A struggle ensued, and the man attempted to hit the loss prevention agents several times while also trying to pick up the dress shirts he dropped during the struggle. The man tripped and fell to the ground where he was detained until police arrived. A records check revealed he was wanted on a no-bail Marin County warrant. He was transported to the county hospital for medical clearance and then booked into Martinez Detention Facility.

Residential Burglary – 2500 block Arlington Blvd:
Between 1325 hours and 1404 hours, an unknown suspect forced entry into the residence and ransacked the master bedroom. There was no loss.

Vandalism – El Cerrito Police Department, 10900 San Pablo Ave:
Between 4/17/18 at 1930 hours and 4/18/18 at 0700 hours, an unknown suspect broke the phone receiver used to call dispatch which is located in front of the department.

Warrant Arrest – San Pablo Ave and Cutting Blvd:
At 0009 hours, an officer conducted a traffic stop and subsequently arrested the driver, a 31-year-old-male from Richmond, for two outstanding warrants. The male was booked and released with a citation.

Attempted Robbery – BART Path and Wall Ave:
At 2003 hours, officers responded to the area after the victim was walking on the BART path and was approached by a male. The male simulated having a weapon in his waistband and demanded the victim’s property. The victim fled the scene and the suspect left without obtaining any of the victim’s property.

Grand Theft – 11861 San Pablo Ave:
At 2016 hours, an unknown suspect entered the business and grabbed the victim’s laptop and ran out of the store.

April 19th:

Warrant – San Pablo Ave / Cutting Blvd:
At 1327 hours, an officer recognized a 21-year-old man from San Francisco from previous contacts in front of Walgreens. Upon seeing the officer, the man fled towards BART. The officer conducted a records check and learned the man was wanted on a Contra Costa Warrant stemming from a 2017 ECPD robbery case. The officer located the man on the BART platform and took him into custody. The man was booked at the ECPD and then transported to the Martinez Detention Facility.

Shoplift – Safeway, 11450 San Pablo Ave:
At 1705 hours, Safeway reported an unwanted subject inside the business concealing meat. The 55-year-old man from Richmond walked out of the store before officers’ arrival but was detained in the parking lot as he was getting into a vehicle. He was placed under citizen’s arrest, booked at the ECPD, and then released with a citation.

April 20th:

Warrant Arrest: Safeway - 11450 San Pablo Ave:
At 1038 hours, an officer contacted a 46-year-old Oakland man during an unwanted subject call. He was wanted on two different Contra Costa County warrants. He was booked and transported to the MDF.

April 21st:

Warrant Arrest - Fairmount Ave./BART Path:
At 1000 hours, officers patrolling on bicycles contacted a 35-year-old Oakland male who was loitering on the benches. The subject had had three misdemeanor warrants for his arrest. The man was cited for the warrants and released in the field.

Warrant Arrest - CVS 670 EC Plaza:
At 1449 hours, an officer contacted a 52-year-old Oakland man during a suspicious person call. He initially provided an alias but was discovered to have several felony warrants. The man was arrested and transported to the Martinez Detention Facility.

Auto Theft - 1700 Eastshore Blvd:
At 1730 hours, an officer responded to the report of an auto theft. The victim’s white 1997 Ford F350 was stolen by an unknown suspect sometime earlier during the day.

April 22nd:

Shoplifting- Marshalls, 10794 San Pablo Ave.:
At 1345 hours, an unknown suspect entered the business, tore off the security tags from two purses, and then fled the business on a skateboard.

Vehicle Theft- Curry Ave./Carmel Ave.:
At 1601 hours, the victim left their vehicle running in the street by their residence when an unknown suspect stole the vehicle. The vehicle was later located parked down the street abandoned.

Driving Under the Influence- San Diego St./Belmont Ave.
At 2306 hours, an officer conducted a traffic stop and arrested a 73-year-old Richmond man for driving under the influence. The man was booked at the ECPD and then released with a citation.

Warrant Arrest- Gladys Ave./Liberty St.:
At 2041 hours, an officer attempted to locate a 28-year-old El Cerrito man who had an outstanding warrant. The officers contacted and arrested the man as he was driving away from his residence. The man was booked at the ECPD and transported to the Martinez Detention Facility.

Shoplifting- Ross, 2000 El Cerrito Plaza:
At 2111 hours, an unknown suspect stole approximately three-hundred dollars worth of merchandise and fled the business. The suspect was last seen heading towards the Plaza BART station.
