Registered Sex Offender arrested on a new sex offense charge.


On Tuesday, July 3rd, 2018 at about 12:16 pm a 20-year-old female was walking home from the downtown area and noticed she was being followed by male in a silver SUV in the area of Dunne Ave and Del Monte Ave.

As the woman continued walking, the vehicle appeared to pass by, park, and wait for her to catch up. The driver appeared to be recording her walking past his vehicle before repeating that cycle.

When the woman arrived home, she saw the same male in his vehicle waiting outside her house. Police responded and contacted the male, Christian Rowen (45), who was a registered sex offender out of Gilroy. Morgan Hill Police Department detectives responded and determined Rowen was out of compliance with the sex offender registration requirements. During a search of Rowen’s vehicle, police located a mechanical sexual device and narcotics.

Rowen was arrested for violating his sex registration requirements, possession of narcotics, drug paraphernalia and assault with intent to commit a sexual assault and booked into Santa Clara County Jail.
