Santa Rosa, CA- On August 8, 2018 at approximately 5:30 p.m., the Sonoma County Junior College District (SCJCD) Police Department received a call of a male subject inside the women’s restroom in Maggini Hall on the Santa Rosa Campus. District Police Officers were dispatched and arrived on scene to find the female victim outside of the restroom. The officers then were told that the male suspect fled the scene.
Officers contacted the female who related that while she was using the restroom, she saw a male looking at her from the adjacent stall. The female was able to give a detailed description of the suspect and District Police officers conducted a security check of the surrounding area.
Within minutes, officers discovered a male subject, later identified as Ian Mumbi, 19 years of age and a Santa Rosa Resident, as matching the suspect’s description sitting in a parked car nearby. District Police Officers contacted Mumbi who was then identified as the male suspect in the female restroom.
Ian Mumbi was arrested for section 647(d) of the California Penal Code (Loitering in a Public Toilet for the Purpose of Engaging in a Lewd Act). Mumbi was transported and booked into the Sonoma County Jail without further incident. Due to the fact that Mumbi disturbed the orderly flow and operation of campus, he is not authorized to be on any SCJCD property for the period of fourteen days per section 626.4 of the California Penal Code.
