Traffic stop leads to the arrest of 2 for firearms violations and bringing drugs into a prison

DATE/TIME: August 12, 2018 / 8:46pm

INCIDENT: Felon in Possession of a Firearm, Prohibited Person in Possession of a Firearm, Altering the Identification Mark of a Firearm, Bringing Drugs into Prison

LOCATION: Palmdale Road/Interstate 15, Victorville

SUSPECT(S): David Rwengo, 31-year old Fort Mohave, AZ
Rajesh Charan, 28-year old Victorville resident


SUMMARY: On August 12, 2018, Deputy V. Quezada and Deputy S. Taylor conducted a traffic stop on a 2006 Cadillac, after observing the driver fail to stop for a red signal light.

Upon contacting the driver of the Cadillac, 31-year old David Rwengo, Deputy Quezada discovered two passengers in the vehicle, 28-year old Rajesh Charan and a juvenile. Quezada smelled an odor of marijuana coming from the vehicle and observed an open container of marijuana inside.

A search of the vehicle was conducted. Ammunition and 3 firearms were found in the vehicle, one of which was in the juvenile’s diaper bag. Both Rwengo and Charan are convicted felons and prohibited from possessing firearms and ammunition.

Rwengo was arrested and booked at High Desert Detention Center for felon in possession of a firearm, prohibited person in possession of ammunition, and altering the identification mark of a firearm. Charan was also arrested and booked at High Desert Detention Center for felon in possession of a firearm, prohibited person in possession of ammunition, altering the identification mark of a firearm, and bringing drugs into a prison after he was found to have concealed marijuana on his person at the time of his booking.

The juvenile was released to a family member at the scene.
