Crime Alert Bulletin

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.

Notable Cases

On Wednesday, 10-17-18 at 1:49 a.m., Officer Martin was dispatched to a report of a panic alarm at the Planet Fitness facility. The dispatchers advised that there was a disturbance involving a weapon. Officer Martin arrived to find the suspect sitting on a couch at the front desk area. The 26-year old transient suspect said she was involved with a verbal argument with another female. The suspect said she was playing music while taking a shower in the dressing room, and a female had confronted her and asked her to turn down the music. The suspect said an argument started and continued at the front desk of the gym. Officer Martin asked why there was a weapon reported in the incident, and the suspect said she had a knife. Officer Martin spoke with the victim, a 46-year old San Francisco resident, who said she asked the suspect to turn down the music, and an argument ensued. The victim went to the front desk to complain about the suspect playing the music, and then she said the suspect called her an obscenity, pulled out a knife and held it approximately one foot from her face, threatening to cut her face. The staff members and another customer got between the two subjects, separated them, and took away the knife. The suspect was arrested for brandishing and for criminal threats.

On Wednesday, 10-17-18 at 9:45 a.m., Officer Prudden and other officers were dispatched to the Dollar Store on Geneva Avenue on a report of a fist fight between an employee and a customer. The dispatcher advised that the suspect had left in a vehicle. Officer Gregorio was able to stop the vehicle. The store manager told Officer Prudden that she heard an employee being yelled at by the suspect and said the yelling escalated to the point of the suspect throwing store items at the employee. The victim said the suspect broke a price scanner after throwing it at the her. The manager wanted the suspect prosecuted for damaging the scanner and for creating a mess. Officer Prudden arrested the suspect, a 30-year old San Francisco resident, for burglary, battery, criminal threats and vandalism. The victim, a 24-year old San Francisco resident, was previously a friend of the suspect.

On Friday, 10-19-18 at 11:00 a.m., the Principal at T.R. Pollicita Middle School reported that two students were involved in a marijuana transaction on school grounds. The buyer, a 13-year old Daly City resident, was suspended and sent home with a parent. The seller, a 14-year old Daly City resident, was contacted at his home with his mother and will be reprimanded by school officials.

On Friday, 10-19-18 at approximately 2:15 p.m., officers were dispatched to Jefferson High School on a report of a possible man with a gun on campus. The school was temporarily put on “lock down” so that officers could systematically check for the suspect. The officers were not able to locate a suspect, and the students were released from school. This investigation is continuing.

On Friday, 10-19-18 at 4:07 p.m., Officer Lickness was dispatched to the Safeway store on a report of a shoplifter in custody. The loss prevention officer saw a female place multiple pairs of socks in her purse and then walk to a register to pay for some items but not the socks. When Officer Lickness contacted the suspect, he noticed she had swollen hands and legs and numerous fresh and old puncture marks on her hands and arms. The officer asked the suspect, a 33-year old San Francisco resident, what drugs she used, and she admitted to using heroin. Officer Lickness asked the suspect if she had any heroin in her possession, and the suspect said she did not, but she said she had a “crack pipe” and admitted to smoking base cocaine earlier in the day. The suspect had several warrants and was arrested for that and for possession of narcotics paraphernalia. Officer Herrera transported to the San Mateo County jail but was medically rejected due to having infected injection sites. The subject was then issued a citation.

On Saturday, 10-20-18 at 12:28 a.m., Officer Cain and Lt. Brennan were dispatched to Classic Bowl on a report of a fight. One subject, a 25-year old San Francisco resident, was contacted, and the other subjects left the scene. The subject was severely intoxicated and could not stand by himself or formulate a proper sentence. He was arrested for public intoxication, possession of suspected methamphetamine and suspended cocaine HCL.

His passenger, a 23-year old Daly City resident, was arrested for public intoxication.

On Sunday, 10-21-18 at 1:18 p.m., Officer Haas conducted a traffic stop on a vehicle in the Serramonte Shopping Center parking lot. The driver of the vehicle had an expired driver's license and expired vehicle registration. The driver, a 27-year old San Francisco resident, consented to a search of his person and vehicle. The officer found nothing illegal on the subject, but he found a high-capacity assault rifle magazine. The officer placed the subject under arrest.

Scams/Other

Social Security Scam

On Monday, 10-15-18, we received an on-line report from a 35-year old Daly City resident regarding a scam. The victim said 10 days earlier, she received a call, and the caller ID read “Social Security Administration”. The victim picked up the call, and an automated message said her social security had been compromised and would be suspended if she did not act. The message prompted the victim to speak with a representative “Officer David Johnson” who gave her a case number and proceeded to ask for her social security number, address, date of birth and e-mail address. The victim said “Officer Johnson” claimed that her social security number had been identified in a number of “trafficking and money laundering” situations. The victim said he also told her that her social security would be suspended and her U.S. citizenship compromised. The victim questioned “Officer Johnson’s” identity, and the suspect said he would call her on the Social Security Administration official number and called her. The victim said he asked her many other questions, as if to possibly confuse or overwhelm her. The victim said the suspect told her that two Marshals would be coming to her house the following day to brief her, and she said she did not want to continue the conversation because she did not believe him. The victim said the suspect then said, “That’s fine, I am trying to help you,” and hung up the phone.

Public Safety Dispatch Centers in San Mateo County Now Able to Receive Text to 911 Emergency Calls for Service: “Call if you Can—Text if you Can’t”

Effective immediately, all San Mateo County Law Enforcement and Fire Agencies’ 911 Dispatch Centers are equipped to receive and respond to mobile phone SMS Text to 911 messages. All phones or devices must include a text or data plan, be text capable, and have their location services enabled to send a text message to 911.

Callers who cannot communicate verbally are now able to use the text to 911 service to request help directly from local public safety agencies. This technology directly benefits members of our deaf, hard of hearing and speech-impaired communities as they will now have a more efficient and effective way to request emergency services in times of need. Additionally, those who find themselves in a situation where it may be too dangerous to dial 911 will have another option to call for help during an emergency.

For the deaf, hard of hearing and speech-impaired communities, texting to 911 is always an acceptable way to contact 911 for help. Others should only use the text to 911 feature when speaking to a 911 Dispatcher is not possible or may place an individual at risk. Examples include a domestic abuse situation, an active shooter incident, or an incident that has caused injury resulting in an inability to speak. Otherwise, it is always best to dial 911 and speak with a dispatcher directly.

Here are some helpful tips when using the Text to 911 service:

• Always provide the exact location of the emergency
• Text messages should be brief and easy to understand
• Do not use abbreviations, emojis or slang
• Remember that the ability to send/receive images and videos is limited and often dependent on
the cellular provider
• Texts can only be received in English at this time - this service will be available in additional
languages in the near future
• Do not include others when texting to 9-1-1 (no group texting)

***REMEMBER*** Please only call 911 in the event of an emergency and only text to 911 when calling is absolutely not an option. For more information on text to 911 visit the San Mateo County Commmunications Manager’s Association website at www.CMASMC.com

San Mateo County Alert System (SMC)

This alert is a free digital communication system used by emergency management agencies and first responders to send emergency alerts, notifications and updates to portable digital devices. In an emergency situation, an alert will be sent by San Mateo County authorized personnel and you will receive messages on your cell phone or mobile device. Most carriers activate the service automatically. To receive emergency alerts, sign up by visiting www.smcalert.info. According to County records, Daly City has the lowest number of registered users in the county. Please sign up today!

Nextdoor.com

Nextdoor.com is a free private social networking website for your neighborhood. This private network ensures that only those who live in your neighborhood can join; users must go through a verification process. Neighbors ask each other for business recommendations; help in locating missing pets; discuss relevant local government issues; or connect for other reasons. It is very easy to sign up, and I like the fact that the site verifies users by addresses, and it won’t allow people to access to a neighborhood if they don’t actually live there. Please note: the City of Daly City and/or the Police Department cannot see what residents post—we are only allowed to post information. There is also a mobile application, or you can have it sent to your e-mail. Give it a try! www.nextdoor.com
