IVRP partners collaborate to link seven handguns & one rifle to one offender and three incidents of gun violence on three IMPD Districts

INDIANAPOLIS – Indianapolis Metropolitan Police Department (IMPD), as a part of the Indianapolis Violence Reduction Partnership (IVRP), work with Local, State, and Federal partners to levy extensive investigation into violent offender that led to an arrest.

On October 4, 2018 North District Flex Team (NDF) officers conducted a traffic stop on IMPD North District.  The driver, Roland Mclain, led officers on a pursuit and eventually ran on foot.  Mclain eluded apprehension during the incident but officers recovered six handguns, one rifle, and approximately eighteen grams of methamphetamine and twenty-six grams of cocaine from inside the vehicle.  Officers were able to identify Mclain as the person who ran from the vehicle as well as have a Save-A-Cop IMPD Firearms Liaison process all the firearms located, leading to a positive print identification from one of the handguns to Mclain. An arrest warrant was issued for Mclain. Forensics linked firearms recovered to three incidents of gun violence: two incidents with shots fired into houses on East District and one narcotics investigation. IMPD case number PD18108850.

On October 31, 2018 Indiana State Troopers attempted to conduct a traffic stop and the driver, again Roland Mclain, fled in the vehicle. The driver eventually got away on foot but was positively identified as Mclain.  One handgun was recovered during this incident. ISP case number 18ISPC012395. The North District Flex Team (NDF) assisted with recovery of the handgun. Forensics linked the firearm to a shot fired during a domestic violence incident on IMPD Northwest District.

On November 5, 2018 Officers and Detectives, through investigative techniques, were able to locate Mclain in an apartment in the 3200 block of N Illinois St.  With short notification, officers with the IMPD SWAT Team, IMPD North District Flex Team (NDF), IMPD North Narcotics Detectives (NDN), Indiana State Troopers, and members of the ATF Achilles Unit coordinated an apprehension strategy. IMPD SWAT was able to take Mclain into custody without incident. 

Narcotics evidence was located inside of the apartment Mclain was in and a search warrant was granted for the apartment.  While conducting the search of the apartment officers observed evidence of narcotics dealing and a second search warrant was granted for the apartment.  Investigators believe Mclain intended to sell narcotics and the firearms seized from the October 4th traffic stop.  Roland Mclain was arrested on an additional case as a result of the evidence seized.

Roland Mclain was also arrested for an active warrant for:

  • Dealing in Cocaine
  • Dealing in Methamphetamine
  • Possession of Cocaine

In total, the firearms recovered throughout this investigation were linked forensically to 4 different incidents. These violent incidents impacted the IMPD North District, East District and Northwest Districts.
On November 7, 2018 Roland Mclain was indicted federally in the Southern Judicial District of Indiana, after an investigation by the ATF Achilles Task Force for violations of the federal firearms and narcotics laws.
