Outage resolved: VOIP 9-1-1 and Wireless 9-1-1 See link for further details. 
As of 01:50 am EDT outage has been resolved per vendor everything should be working as normal at this time.

We were notified that there maybe an outage in our area effecting customers of some wireless and VOIP (voice over internet protocol) attempting to dial 9-1-1. At this time we do not know which carrier or service provider this may be effecting. If you attempt to call, and no one answers. Please hang up and try calling the local non emergency number. Our phone vendor INdigital Telecom is looking into this matter as well.
You can always text 9-1-1, but voice is best!
