On Thursday, May 23rd, 2019, a Town of Beloit police officer trained in conducting human trafficking investigations with the Town of Beloit Police Department received information that an adult female victim was being held against her will in a residence in the Town of Beloit. After receiving this information, phone contact was made with this victim, who reported that an adult male suspect was at this residence with her, and he was reportedly refusing to allow the victim to leave the residence. The victim reported that the suspect was threatening to cause her bodily harm if she did not commit commercial sex acts for money.
The victim requested immediate assistance in being rescued/recovered from this residence. Officers with the Town of Beloit Police Department immediately responded to this location and recovered this victim from the residence without further incident. The suspect, Marktana C. Ruffin M/B D.O.B. 12/10/86, was arrested for Human Trafficking in concordance with WI SS 940.302 and is currently booked at the Rock County Jail pending his initial court appearance.
This investigation is ongoing and no further information will be released at this time.
