Folsom Police Detectives arrested Dr. Kenneth Arthur Frank, a Chiropractor, on an arrest warrant for felony sexual battery on Thursday, July 11, 2019. Police had received a report that he touched the intimate area of an adult woman during a session in Folsom. Although the warrant was issued in Sacramento County, Frank was arrested in El Dorado County and was booked into the El Dorado County jail for a single count of 243.4(C) PC.
