MEDIA RELEASE: 5th Offense OWI Arrest

On July 15, 2019 at 9:05 PM, a citizen reported a hit and run occurring near the intersection of Highway 59 by Interstate 90, in Fulton Township. The citizen reported a maroon Cadillac struck a traffic sign and was currently in the parking lot at a nearby McDonalds. Deputies responded and located the Cadillac and driver James C Finn (59 years old, from Edgerton, WI) at the McDonalds.

During the investigation, Finn displayed signs of impairment and had been driving westbound on Highway 59 and failed to negotiate a roundabout. Finn traveled through the roundabout, struck a wooden traffic sign post, and then drove into the parking lot at McDonalds where he was located by Deputies.

While Deputies were speaking with Finn, he admitted to drinking alcoholic beverages prior to driving. After field sobriety tests, Finn was arrested for Operating While Intoxicated. Finn has four prior convictions for Operating While Intoxicated, making this a fifth offense felony.

A blood sample was obtained from Finn to check for his blood-alcohol concentration. Finn was booked into the Rock County Jail where he will have Jail Court on July 16, 2019.

Pursuant to the directive of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicity, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
