On 07-17-2019 at 1:25 am Janesville Police Department Patrol Officers were sent to an armed subject call at 465 Rockport Rd (Monterey Park). Jeremiah Kemper tried entering a locked vehicle. Kemper is homeless and stays in the area. The owner of the vehicle was nearby fishing and saw Kemper attempting to enter the vehicle. A verbal confrontation occurred between Kemper and the owner of the vehicle. Kemper was reported to have identified himself as an “undercover officer” multiple times to the owner of the vehicle. Kemper then displayed a knife and held it over his head in a threatening manner. Once Kemper found out law enforcement was notified he left walking.

Officers located Kemper on the Center Ave bridge walking southbound. Kemper refused to comply with Officers directions and kept walking away and arguing. Kemper made it to Grand Ave and was walking west. Kemper engaged officers in a verbal argument regarding being arrested. Officers were able to distract Kemper at which point officers were able to quickly move in and take him into custody. Kemper resisted being taken into custody.

During transport Kemper began making threats toward a Rock County Judge. At this time Kemper is in custody. There is further review and investigation of this matter.
