James C. Powers promoted to Captain
A seasoned veteran of the Department, James C. Powers has been promoted to Captain of Lomita Station. After completing the newly restructured Captain promotion process, Powers was selected by local community leaders and Sheriff Alex Villanueva to lead the station that lies just a short drive away from the Pacific Ocean.
Powers has been a member of the Department since 1988, when he served as a deputy at Men’s Central Jail (MCJ). He went on to work in patrol at Lakewood station, also serving as a training officer, special assignment deputy and station detective.
As a sergeant, Powers’ assignments included everything from watch sergeant to field supervisor and Detective Bureau. He also trained LASD recruits and law enforcement agencies throughout the country in community policing concepts related to crime prevention, problem solving, and community partnerships.
When he promoted to lieutenant, Powers’ duties included managing the Inmate Welfare Fund at Inmate Services Bureau before acting as a service area lieutenant for the city of Lakewood. He also spent time at Internal Affairs Bureau as a team leader and member of the Shooting Analysis Committee.
Powers believes in empowering the next generation of law enforcement officers and does so by continuing to facilitate trainings throughout the state and country. Through grant funding, Powers is able to bring such courses as
The 7 Habits of Highly Effective People/Law Enforcement as well as
The Nobility of Policing and Policing at the Speed of Trust to various law enforcement agencies. He is also certified to teach
Blue Courage, which promotes both a personal and cultural transformation to become a more effective leader. Powers also co-created a mentorship program for LASD recruits who have separated from the Academy due to academic failure.
Powers has an associate degree in General Education and Business and a bachelor’s degree in Criminal Justice Management. He has a POST Intermediate Instructor Development Certification, Cornell University’s Johnson Graduate School of Management Certificate, and is a graduate of the Sherman Block Supervisory Leadership Institute, Class 217.
Married for 31 years to his wife Gina, they have two adult children and two granddaughters. In his off-duty time, Powers enjoys hiking, biking, water skiing, visiting wineries and spending time with his granddaughters.
Powers will be taking the reins of a station that serves a very diverse community. Not only does the station contract with the city of Lomita, it also provides law enforcement services to Rolling Hills, Rolling Hills Estates, Rancho Palos Verdes and the unincorporated areas of San Pedro. All together, Lomita station serves a population of approximately 75,000 residents.
