On August 27, 2019 at 4:38 PM, Rock County Sheriff’s Office Deputies were made aware of a traffic complaint in the area of County Rd M by Interstate 90, in Milton Township. The reporting party said a vehicle was all over the road, had at one point travelled into the ditch, and was now stopped along the side of County Rd M.

Once on scene, Deputies had contact with Harold E. Estep (36 years old, from Milton, WI). Estep was slurring his words and displayed signs he was under the influence of drugs. After field sobriety tests were completed, Estep was arrested for Operating While Intoxicated.

Estep has five prior convictions for Operating While Intoxicated, making this arrest a sixth offense felony. A blood sample was collected from Estep. The results of that blood same are not known at this time. Estep was booked into the Rock County Jail where he will have an initial court appearance on August 28, 2019 at 3:00 PM. Estep was also arrested for a Probation Violation.

Pursuant to the directive of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicity, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
