Incident Summary
 
On the above date and time, two Petaluma Police officers were in the parking lot of the 7-11 store on Petaluma Blvd South at D Street.  They heard a vehicle traveling at a high rate of speed northbound on Petaluma Blvd South.  The vehicle, a grey Chevrolet Silverado, pulled into the parking lot near the officers.  Suspect Guerra, who appeared to be the only occupant, asked the officers if they were going to arrest him and that he had nothing to lose.  Guerra then drove out of the parking lot onto Petaluma Blvd South and stopped in the middle of the road, blocking traffic.  Based upon Guerra’s driving, statements he made and objective physical symptoms of intoxication, the officers believed he was DUI.  Suspect Guerra also made suicidal statements.  The officers attempted to make a traffic stop on Guerra, but he failed to yield and drove erratically through the northwest neighborhoods of Petaluma at speeds up to 65 MPH.  Guerra failed did not obey any traffic control signs while he was driving.  Guerra drove northbound on Petaluma Blvd North and onto northbound US 101.  Officers also requested the assistance of the California Highway Patrol and the Sonoma County Sheriff’s Office.  Guerra reached speeds of approximately 85 MPH on the freeway.  Guerra’s vehicle sustained damage during the pursuit and the engine caught on fire, as he was traveling up the Cotati Grade.  The truck stopped in the middle of the freeway and the officers gave commands for Guerra to exit the vehicle.  Guerra failed to exit his vehicle and rolled up his windows.  An officer broke out the passenger side window and Petaluma PD K-9 Basko was deployed into the vehicle to apprehend the suspect.   K-9 Basko contacted the suspect and other officers were able to take Guerra into custody.  Officers could smell and odor of alcohol coming from Guerra.  Guerra was arrested for DUI, resisting arrest, and felony vehicle evading.  He was transported to Petaluma Valley Hospital for superficial wounds.  He was treated and transported to Sonoma County Jail.  Fire personnel were able to extinguish the vehicle fire.  The vehicle pursuit went for 8.5 miles lasted for approximately 10 minutes.
