Vigo County inmate mistakenly released

On September 5th an inmate of the Vigo County Jail was released without a court order and should not have been released at that time. This mistaken release by Vigo County Jail personnel was discovered on September 13th. The Sheriff’s Office immediately initiated a search for the subject identified as Gregg F. Shepherd, age 48, with a last known address of 7123 S. Saginaw Place, Terre Haute (Photo attached). Shepherd had been ordered detained on pending charges of criminal confinement, battery, and theft. Two additional warrants were issued for Shepherd’s arrest and law enforcement agencies have been notified with a request for assistance in locating Shepherd.
A review of internal procedures on release of inmates is under way. I have asked our team to review all internal procedures to determine how this error occurred and to train and implement procedures that will prevent such a premature detainee release in the future.
