On October 23rd, 2019 at 2:41 am, the Rock County Sheriff’s Office, Clinton Police Department, Wisconsin State Patrol and Clinton Fire/EMS were dispatched to a report of a traffic accident with injury in front of 8823 E State Highway 67 in Clinton Township. It was reported that a semi-truck and trailer was in the south ditch laying on the passenger side and the driver, later identified as Mark Noble, 49 of Walworth, WI, was in the cab unable to get out. Upon arrival, Fire/EMS removed the windshield of the semi-truck and Noble was able to exit. Evidence on scene suggests Noble was traveling eastbound on E State Highway 67 when he entered the south ditch, east of S Larson Rd, causing the semi-truck and trailer to rollover onto the passenger side.
Noble was treated for his injuries and, when Deputies had contact with Noble, they observed signs of impairment and he admitted to drinking alcohol earlier. Standardized Field Sobriety Tests, SFSTs, were conducted and enough clues were present to arrest Noble for operating while intoxicated. A check through DOT records showed three prior OWI convictions, making this a felony 4th offense OWI. Noble was booked into the Rock County Jail for the 4th offense OWI violation. Noble will attend Jail Court on 10/23/2019 at 3:00pm.
The semi-truck and trailer was carrying approximately 50,000 lbs of milk which over half spilled into the south ditch of E State Highway 67. Dewey’s Towing arrived to upright the semi-truck and trailer and tow it from the scene.
Pursuant to the directive of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicity, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
