Staff News—
Superintendents Mike Palmer and Steve Wirch attended ISAWWA’s annual IEPA Regulatory Updates Conference on October 24th. The Illinois Section American Water Works Association (ISAWWA) provides resources for the management and advocacy of safe and sustainable water. Agenda items covered in the conference included strategic risk and resiliency for water utilities, emerging contaminants updates, and lead testing programs.
IDOT News—
At the beginning of the week, Illinois Department of Transportation released its FY 2020-2025 Highway Improvement Program. Included in the program was Phase 2 Engineering, ROW Acquisition, Utility Conflict Coordination Engineering, Construction and Phase III Engineering for the reconstruction of IL Route 31 between Crystal Lake and McHenry. The project was budgeted for $113.2 Million and when completed will include widening and reconstruction of IL Route 31 from north of IL Route 176 to IL Route 120. Construction is anticipated to begin toward the end of the five year program as there is still much engineering and land acquisition which needs to be completed. City staff and Mayor Jeff met with IDOT District 1 staff in Schaumburg on October 18th to gain a better understanding of the schedule and the City’s obligations relative to the Letter of Intent which was presented to and approved by City Council in the summer of 2018. Based upon this schedule update, staff will begin discussions in this year’s budgeting process to make financial preparations for the City’s future utility relocation cost in advance of the project.

Projects—
- Pearl Street Illinois Transportation Enhancement Program Improvements – Thermoplastic decorative crosswalks were installed this week. A pre-final walkthrough was performed with the Parks Department, Public Works Department, HR Green and the contractor. A preliminary punch list was developed and sent to the contractor with the deficiencies clearly delineated. We are awaiting a schedule for the corrective action. Street lights have been ordered, and all of the concrete bases and wiring have been installed. We expect the street lights to arrive and be installed before Thanksgiving.
- 2019 Road Resurfacing Program – There are 6-10 driveway repairs that will be performed by the contractor in the next couple of weeks. Once the driveway repairs are finished, the project will be 100% complete.
- Curran Road Highway Safety Improvement Program Project – The final layer of asphalt is being installed and will be completed by Friday, October 25th. Several other miscellaneous items will need to be completed in the upcoming weeks such as guardrails, shoulder work, pavement markings and restoration. Intermittent lane closures will be necessary for construction of those items with an anticipated completion date before Thanksgiving.
Street Division—
- Crews placed down over 90 tons of asphalt this week.
- Crews installed two new fire hydrants at 1911 Sunset Avenue and 1919 Sunset Avenue this week.

- Instructor’s Choice class tonight 10/25 is Barre with Jill 4:30-5:20 pm. Next week 11/1 is TRX with Josie. Come out and try a new format and you usually don’t get a chance to take.
- Reminder: NO CLASSES on Halloween evening. All evening classes (4:15- 7:05 pm) are cancelled. Morning classes will run as regularly scheduled. Childcare and the fitness center will run on regular hours.

Maintenance
- Drinking fountains and non-heated bathrooms are being shut down for the season due to below freezing temperatures that are expected next week.
- Fall turf fertilizing of Parks, Recreation Center and Municipal Center was completed this week.
- Permanent decorative lighting has been installed on the trellis at Neumann Park.
- Identified tree removals and stump grinding has begun in all City parks.
- Plans for the renovations of Veterans Memorial Park washroom have been completed. The project will be distributed to contractors to bid on for improvements this winter.
- Permits were received for the dredging work to commence on Boone Creek by the Army Corp of Engineers. Staff is expected to receive the permit from the Illinois Department of Natural Resources next week. Tree trimming and sediment removal will begin next week when the permits are received.
- Fox Ridge washroom and concession building received final approval from the McHenry County Department of Health and was opened for the first time last weekend. Concessions will be open once again this Saturday for soccer and softball games.
- The McHenry Area Jaycees are accepting parade applications for the Toys for Tots parade on November 24th at 12pm. If interested please email Jessica at [email protected]
