KENNETH CLARY
Captain Ken Clary has worked for the Iowa State Patrol (ISP) since 1994, and currently serves as an Area Commander, which involves the oversight of four patrol districts totaling approximately one quarter of the State of Iowa, and has purview over approximately 90 full time employees. During his time with the ISP, he has held a variety of positions including CALEA Accreditation Coordinator, Field Operations Commander, and Statewide Tactical Response Team Coordinator. He has also implemented and directed
numerous successful policing efforts, including a recent multi-year project/study which resulted in a significant decrease in fatality and serious injury crashes.

Captain Clary received his Bachelor’s degree in Criminology from the University of Northern Iowa, his Masters in Public Administration from Upper Iowa University, and is currently a PhD Candidate at the University of Nebraska - Omaha. He is a graduate of the FBI National Academy Session 269, International
Association of Chiefs of Police (IACP) – Leadership in Police Organizations, and the Northwestern University School of Staff and Command.

Captain Clary was selected by the National Institute of Justice as a Law Enforcement Advancing Data and Science (LEADS) Scholar, an Executive Fellow for the National Police Foundation, and was recently selected as the Co-Chair for the newly created Police Research Advancement Section for the IACP. He was inducted into the Evidence-Based Policing Hall of Fame in 2019.

Captain Clary was a Special Olympics – Law Enforcement Torch Run (LETR) Committee Member for four years, and has served on the Executive Board for the Food Bank of Iowa for the past three years. He received the Iowa Governor’s Volunteer Award in 2014 and 2016, due to his volunteer efforts.

TROY HELLENBRAND
Troy Hellenbrand started his law enforcement career with the City of Columbus Police Department in January of 1994. In June of 1994, Troy was hired as a police officer with the Village of Shorewood Hills Police Department where he worked until he was hired by the City of Middleton in February of 1999.

Since being hired as a police officer with the City of Middleton, Troy has held a number of positions for the department including School Resource Officer, Detective, Patrol Sergeant, Detective/Sergeant, Administrative Captain, Operations Captain and since the retirement of Chief Charles Foulke, acting
Police Chief. Troy has received a number of department awards during his tenure with the Middleton Police Department which includes Outstanding Service Awards, a Life-Saving Award, a Department Valor Award in 2018 and being named the State of Wisconsin Accreditation Manager of the year in 2017.

Troy has an Associate Degree in Police Science from Madison College and obtained his Bachelor’s Degree from Columbia Southern University in 2015. Additionally, Troy has attended Northwestern University School Staff and Command training and the International Chiefs of Police Leadership in Police
Organizations training.

KEVIN WARYCH
Commander Kevin Warych started his law enforcement career in 2001 with the Green Bay Police Department. Over the past 18 years Commander Warych has held positions as a patrol officer, field training officer, field training supervisor, patrol lieutenant and captain. As a captain, he was responsible for one of the four districts as a District Captain, he led the Professional Standards Division that was in charge of training and internal investigations, led the Community Policing Division by implementing crime reduction strategies, and was the Chief of Staff assisting the Chief of Police.

As Captain, he developed strong community engagement ties within the community. He is dedicated to bringing residents together to enhance the quality of life for all. In 2017, he received the International Association of Chiefs of Police (IACP) 40 under 40 award for his tireless work in community engagement. He has built strong community connections to help break social barriers of fear and resentment in the Hispanic, Somali/Muslim, and Black communities.

Currently as Commander of Operations he leads the patrol division and oversees the department specialty units which includes the SWAT, Dive, Marine, K9, and PRIDE Teams. He is dedicated to mentoring the next generation of officers and passing on his knowledge and experience to all officers to make the strong and needed community connections for the future.

Commander Warych has a Master’s Degree in Organizational Leadership and Quality from Marian College and a bachelor’s degree in Criminal Justice with a minor in Spanish from UW-Oshkosh. He is a 2019 graduate of the Senior Management Institute for Police in Boston, Massachusetts. He and his wife
are blessed with three children and spend a majority of their time with their children’s activities.
