The Middleton Police Commission has chosen Middleton Police Captain Troy Hellenbrand to replace retired Chief of Police Chuck Foulke. According to Police Commission Chair Paul Kinne, “The Police Commission was impressed by all three finalists, Kenneth D. Clary, Troy J. Hellenbrand, and Kevin J. Warych. It speaks volumes about the caliber of the Middleton Police Department to attract such an impressive applicant pool. The Commission thanks each of them for applying and going through our process. After careful deliberation, the Commission came to unanimous consensus to select Middleton Police Captain Troy J. Hellenbrand as the next Chief of Police for the City of Middleton. He is highly qualified to be Chief, and he has served in the department for over 20 years. His institutional knowledge is a great asset. As a bonus, Troy has broad community support, including from City officials. We look forward to a long and successful working relationship with Troy.”

Captain Hellenbrand has been serving as Acting Chief of Police since Chuck Foulke’s retirement in December, and his promotion to Chief formally will be approved by the Police Commission next week.

Hellenbrand has served the City of Middleton for nearly 21 years in many roles--patrol officer, school resource officer, detective, patrol sergeant, detective/sergeant, administrative captain for 3 years and operations captain for the past 3 years. Prior to his tenure in Middleton, he worked his first five years in law enforcement with the City of Columbus and the Village of Shorewood Hills. Troy has received numerous department awards during his tenure with the Middleton Police Department, including Outstanding Service Awards, a Life Saving Award, a Department Valor Award in 2018 and being named the State of Wisconsin Accreditation Manager of the year in 2017. Troy has an Associate Degree in Police Science from Madison College and obtained his Bachelor’s Degree from Columbia Southern University in 2015. Additionally, Troy has attended Northwestern University School Staff and Command training and the International Chiefs of Police Leadership in Police Organizations training.

Hellenbrand is a member of associations for the Dane County Chief of Police, the Wisconsin Chiefs of Police and the Wisconsin Professional Police. His community service includes initiation of the Middleton Police Department’s Citizens’ Academy and involvement in outreach police volunteer activities including Battle of the Badges and Shop with a Cop. For the past 12 years, he has been an active youth athletic coach in football and baseball, and he’s currently the Vice President of the Cardinal Dugout Club Committee.
