Narrative:
On January 23, 2020, detectives from the Ventura County Sheriff’s Office Narcotics Street Team contacted Arthur Stepanian of North Hills and arrested him for possession for sales of heroin.

In early January 2020, detectives obtained information indicating Stepanian was involved in the sales of heroin in Ventura County, specifically the City of Thousand Oaks. Detectives conducted an investigation and were able to confirm Stepanian was involved in the sales of heroin. Detectives were able to gather enough evidence and were able to obtain a search warrant from the Superior Count in Ventura County for Stepanian’s residence located in the 8500 Block of Columbus Avenue in the North Hills area of Los Angeles.

On January 23, 2020, detectives contacted and detained Stepanian as he left his residence. Stepanian was in possession of a small quantity of heroin and drug paraphernalia. Stepanian was arrested and transported back to Ventura County. Following Stepanian’s arrest, detectives executed the search warrant at his residence. During the search, detectives located additional heroin and paraphernalia indicative of narcotics sales. In all, detectives seized 127 grams of heroin and approximately $27,000.00 believed to be proceeds from narcotic sales.

Based on the investigation, Stepanian was arrested for heroin sales and subsequently booked at the Ventura County Jail.

Heroin is a major contributor to both fatal and non-fatal overdoses taking place in Ventura County. The Ventura County Sheriff’s Narcotics Unit is committed to aggressively target drug sales and help combat opiate overdoses in Ventura County through aggressive enforcement. The Street Team is comprised of Narcotic Detectives from the Ventura County Sheriff’s Office, Thousand Oaks Police Department, and the Oxnard Police Department.
