City of Fremont Implements Changes to Some City Services Effective Monday, March 16th
The City of Fremont has proclaimed a local emergency in response to the Coronavirus Disease 2019 (COVID-19) pandemic and is taking measures to help protect the health and well-being of the Fremont community. The City will begin adjustments to some services in the following Departments and Divisions effective Monday, March 16, 2020:
Senior Center
City Council Meetings / Commission Meetings
Recreation Services
Development Services Center
Senior Center
Consistent with the Alameda County Public Health Department’s guidance, the Fremont Senior Center (40086 Paseo Padre Parkway, Fremont, CA) will be cancelling all classes and activities effective Monday, March 16, 2020 through March 30, 2020. Adults 55+ that utilize the center are encouraged to check the Senior Center’s website at www.fremont.gov/seniorcenter to find out how services will be implemented amid the COVID-19 virus in the future. People can call the Senior Center during normal business hours of Monday – Friday, 8am to 3pm to speak to staff and call the Senior Center’s hotline at (510) 790-6610 to hear latest service news. The Fremont Senior Center’s Facebook page will also provide service updates at www.facebook.com/FremontSeniorCenter
At this time, the Senior Center will provide the following services on a limited basis:
- Lunch can be picked up curbside while in vehicles between 11:30am and 12:30pm Monday - Friday. No meals will be served inside the Senior Center. To reserve a curbside meal, call (510) 790-6600.
- Seniors experiencing homelessness may reserve a shower time slot Monday, Wednesday, and Friday from 10am-2pm depending on the availability of monitors. Please call (510) 574-2222 to confirm availability of showers.
- The Tri-City Health Mobile Clinic will still be parked outside of the Fremont Senior Center on Tuesdays from 8am to 2pm.
- On Thursday March 26th a limited amount of pre-made grocery bags can be picked up curbside while in vehicles, beginning at 1:30pm.
Recreation Services
The City of Fremont Recreation Services Division will close/cancel all Recreation facilities, programs, classes, facility rentals effective Monday, March 16, 2020, 7am through Friday, March 31, 2020. We appreciate your patience as refunds are a manual process that must be completed by staff.

Development Services Center
The Development Services Center (39550 Liberty Street, Fremont) is a one-stop shop for accepting, reviewing, and approving permit applications and construction documents for all types of projects. Starting Monday, March 16, 2020, Development Services will be implementing a new check-in process for visitors as follows:
- Visitors will be asked to check in at the information desk and provide their mobile phone number. If visitors do not have a mobile phone, other arrangements will be made.
- After checking in, visitors will be asked to wait outside of the building.
- Visitors will be contacted when staff is ready to assist them.
City Council Meetings, City Board and Commission Meetings
Alternatives to Physically Attending the City Council meeting / Commission Meetings
In an effort to maintain continuity of government, regularly scheduled City Council meetings, City Board and Commission meetings, and other official committee meetings with City Council representation are currently still being held. All other City-sponsored community meetings will be cancelled or postponed at this time. Where possible, we will offer other platforms (such as webinars, Fremont Open City Hall) for community input on topics where meetings may have been cancelled.
As of March 17th, 2020, City Council meetings and City Board and Commission meetings are still being held. However, if a meeting has a large volume of attendees, additional measures may be taken to limit the number of people in the same room. In addition, measures will be taken to create more social distancing in all meeting rooms. With the Centers for Disease Control and Prevention (CDC) encouraging the public to stay home if they are currently sick, showing symptoms, have knowingly been exposed to the Coronavirus Disease 2019 (COVID-19), or have recently traveled to an infected area, we would like to remind the public of alternative ways to have access to City of Fremont Council meetings and providing public comments.
The public can view the City Council meetings and Planning Commission meetings on the City of Fremont’s website at www.Fremont.gov/Channel27, which also provides a link to the live stream; or, on Comcast Channel 27. Please note at this time, Channel 27 is only available to Comcast cable subscribers. We encourage community members to take advantage of this virtual option whenever possible and limit their attendance in large gatherings. In addition, to provide input on a topic or agenda item, correspondence to City Council will be accepted until 4:00 p.m. of the day of the meeting by emailing [email protected] and to Planning Commission by emailing [email protected]. The emails will be distributed to the City Council or Planning Commission and uploaded to the City website before the meeting and will be considered part of the public record.
Correspondence for all other commissions would go directly to the Secretary/Staff Liaison to the commission as listed on each of their webpages. http://fremont.gov/76/Boards-Commissions-Committees. These commissions meet at various locations and do not record nor broadcast meetings.
The City is also actively exploring other methods for virtual participation in City Council meetings.
