On Sunday, March 15, 2020 at about 5:30 pm, David Kelley, City Manager and Director of Emergency Services for the City of Cloverdale declared a local state of emergency in the City due to the threat of COVID-19.  Conditions of extreme peril warrant and necessitate the proclamation of a Local Emergency to enable the City of Cloverdale and other local government entities to adequately plan, prepare and preposition resources to be able to effectively respond to the threat posed by COVID-19, and to warn City of Cloverdale residents and visitors of the threat posed by COVID-19 and to enable them sufficient time to plan and prepare.

The Novel Coronavirus (COVID-19) is a severe respiratory disease first detected in Wuhan, Hubei Province, People's Republic of China, on December 31, 2019. COVID-19 may result in serious illness or death and is easily transmissible from person to person. As of March 13, 2020, it has been reported that COVID-19 has spread to over 90 countries including the United States, and is spreading to a growing number of California cities and counties.

On January 30, 2020, the World Health Organization declared the COVID-19 outbreak a public health emergency of international concern, and on January 31, 2020, the U.S. Department of Health and Human Services declared a Public Health Emergency for the United States of America.

On March 2, 2020, the County of Sonoma Department of Health Services (County DHS) confirmed two presumptive positive cases of COVID-19 in Sonoma County and on March 2, 2020, the County DHS confirmed that it anticipates additional cases in Sonoma County from non-travel, community transmission due to the increase of these cases in the country, combined with the worldwide uncontrolled spread of COVID-19.

On March 2, 2020, the Sonoma County Health Officer declared a Local Health Emergency pursuant to California Health and Safety Code section 101080 due to the potential introduction of COVID-19 in Sonoma County. On March 2, 2020, the County of Sonoma Director of Emergency Services proclaimed a Local Emergency due to the threat of COVID-19 in the County and on March 11, 2020, the World Health Organization declared COVID-19 a pandemic.

On March 12, 2020, Governor Gavin Newsom issued a new executive order further enhancing state and local government’s ability to respond to COVID-19 Pandemic and on March 13, 2020, the President of the United States, Donald Trump, declared a state of national emergency in response to the COVID-19 outbreak.

As a result of the local emergency declaration, effective Monday, March 16, 2020, Cloverdale City Hall is closed to the Public.

During this emergency, the City of Cloverdale is taking unprecedented action to help limit community spread and keep our employees safe.  It is critical during this emergency that our small dedicated staff of professionals focus on carrying out essential functions to ensure vital services (Police, Water, Sewer) continue.
