Stratford Emergency Directive
New Jersey Executive Order 103 provides for the protection of the health and well-being of New Jersey residents and the State’s public workforce is a primary concern. It is our responsibility to provide the continuous delivery of essential public services during the COVID-19 Pandemic. Therefore, government operations need flexibility to address staffing capabilities to ensure the essential operational of Stratford Borough. Similarly, employees require greater latitude in applicable working arrangements to prevent further spread of the virus and to prioritize their health and the health of their immediate family members.
In accordance with Executive Order 103, N.J.S.A. App. A:9-45., and N.J.S.A. App. A:9-40.5., which authorize and empowers the local Office of Emergency Management to promulgate rules and to waive, suspend, or modify any existing rule where its enforcement would be detrimental to the public welfare, and specifically authorizes the local Office of Emergency Management to take appropriate steps to address the public health hazard of COVID-19, The Stratford Borough Office of Emergency Management, has issued the following guidelines for day-to-day governmental operations of the Borough for the 14 days, effective 0900 hours Wednesday March 18, 2020, at which point the protocol will be reevaluated and extended if necessary.
MUNICIPAL BUILDING OPERATIONS
1. Request the public utilize United States Mail to forward any payments, licenses, fees, permits or related documents related to the Municipal Function of Stratford Borough.
2. Stratford Borough Governing Body shall convene to consider regulatory matters relating to the 60 waiving of late fees, fines or related penalties for any sewer fees or pet registrations.
3. Stratford Borough shall continue to operate, with the Borough Hall, Police Records and Municipal Court Offices being closed to the public.
4. Telephone and email lines shall be staffed during normal business hours. Borough email addresses shall be published on the Borough website, and Eblasted out to the public.
5. Cancel all meetings normally open to the public or accomplish the meeting by an electronic means allowed by laws, or special directive.
6. Engage in enhanced disinfecting of all municipal buildings, on a daily basis as required.
7. Close the Stratford Senior Citizen Center to the Public, disinfect the building and continue to close the building to the public until further notice.
8. Close the Stratford Library to the Public, disinfect the building and continue to close the building to the public until further notice.
9. Cancel Municipal sponsored public events through April 15, 2020. Public Events will be re-evaluated during the first week of April 2020.
10. With regard to construction inspections, exterior inspections can continue in the normal course. All non-emergent interior inspections should be rescheduled. However, in the event there is an emergent inspection matter, the Borough Hall Staff and Construction Official should ask whether the occupants have traveled recently or been exposed to anyone that has tested positive for COVID-19. If so, the inspection should similarly be rescheduled if there is no threat to health and safety posed by the rescheduling.
