Folsom, CA – The City of Folsom officially proclaimed a local state of emergency, March 16, 2020, in response to the novel coronavirus (COVID-19) public health crisis. The local emergency is now in effect.

The proclamation of a local emergency does not signify an increased risk to the residents of Folsom. A proclamation of a local emergency allows the city to provide or receive mutual aid from other jurisdictions and assists in securing available resources, mutual aid, funding, and staffing. 

“The City of Folsom is taking bold and proactive steps to protect the health and safety of our community. The proclamation should not be considered a reason for increased concern, rather an important step in our city’s mission to reduce the risk of exposure,” said Folsom Mayor Sarah Aquino. “I urge community members to stay informed, follow the directives of public health officials, stay home if you are sick, and continue practicing appropriate social distancing.”

Many city facilities are closed effective Tuesday, March 17, 2020 until further notice. The closures are intended to help “flatten the curve” and slow the spread of the outbreak.

Essential city services will continue as usual, including police, fire, ambulance, garbage, recycling, water, wastewater, planning, inspection, and permitting services. Folsom City Hall and public counters will remain open to the public at this time.

The following City of Folsom facilities are closed effective Tuesday, March 17, 2020, until further notice.

• Folsom Public Library
• Steve Miklos Aquatic Center
• Folsom Art Center and the Gallery at 48 Natoma
• Andy Morin Sports Complex
• Folsom City Zoo Sanctuary
• Folsom Senior Center
• Folsom Community Center
• Rotary Clubhouse

The city will cancel many scheduled events at city facilities. Refunds of special event fees will be issued. Due dates on library materials will be extended throughout the closure period so that no overdue fines will accrue. 

Public Meetings
Folsom City Council meetings will be held as currently scheduled until further notice, and the meetings will be conducted following social distancing guidelines. City Council meetings are live-streamed on the city’s website . City of Folsom Committee and Commission meetings are canceled through April 30, 2020. The City of Folsom Planning Commission meeting may occur on either April 1 or April 15 due to pressing business. Notices will be posted to the Planning Commission webpage.

Events
Public events have been canceled through April 30, 2020, including the Spring Eggstravaganza Egg Hunt, Folsom Trails Day and Arbor Day, and National Prescription Drug Take Back Day. All organized games, classes, programs, rentals, rental group activities, youth and adult sports leagues, and events have been canceled or postponed. During this period, refunds for classes, programs, and events will be available. For information about refunds, call the Folsom Parks & Recreation Department at 916-461-6601.

Proclaiming a local emergency allows the City of Folsom to align with state emergency management and to leverage local, state, and federal resources to contain the spread COVID-19. The declaration of a local emergency comes as local, state, and federal governments are working to control the spread of COVID-19 across the country and reduce the impact on hospital systems. California Governor Gavin Newsom proclaimed a statewide emergency on March 4, Sacramento County proclaimed a public health emergency on March 5, and President Trump declared a national emergency on March 13.
