Sheriff’s Office notified that Sexually Violent Predator (SVP) Ross Wollschlager will be living as a transient in the unincorporated area north of the City of Ventura.
In February 1983, Wollschlager was arrested in the City of Ventura for multiple sexual assaults. He was subsequently convicted of two felony counts of rape. He was sentenced to 8 years’ incarceration in the California Department of Corrections and Rehabilitation (CDCR). He served his sentence and was subsequently released.
After his return to the City of Ventura, Wollschlager entered inhabited dwellings without permission during several incidents in 1989. On one of these occasions, he sexually assaulted a child under the age of 14. In 1990, Wollschlager was convicted of one felony count of forced lewd acts with a child under the age of 14, and 2 felony counts of burglary. He was sentenced to 13 1/2 years’ incarceration in the CDCR.
During Wollschlager’s crimes, he typically entered the residences of his victims late at night or in the early morning hours when the residents were asleep. Additionally, he would prowl at night and watch occupants through their windows.
In 1997, Wollschlager was classified as a Sexually Violent Predator. According to Welfare and Institutions Code Section 6600, ““Sexually Violent Predator” means a person who has been convicted of a sexually violent offense against one or more victims and who has a diagnosed mental disorder that makes the person a danger to the health and safety of others in that it is likely that he or she will engage in sexually violent criminal behavior.” The aim of the Sexually Violent Predator program is to confine and treat offenders until they no longer present a threat to society.
On March 12, 2020, the Ventura County Superior Court deemed Wollschlager safe to be released into the community as a transient under a conditional release program. The California Department of Hospitals identified Liberty Healthcare as the regional coordinator for this release program. Liberty Healthcare will be responsible for supervising Wollschlager in the community and assuring that he complies with the terms of his release. These terms include that he must wear an electronic monitoring device, refrain from using alcohol or drugs, and avoid bars, nightclubs and places frequented by children.
Although Wollschlager has no criminal cases pending against him, the Ventura County Sheriff’s Office feels compelled to notify the community that Wollschlager was released from the Department of Hospitals on March 17, 2020 and plans to stay in the unincorporated area of Ventura County, north of the City of Ventura. Wollschlager has no residence and will be registering monthly with the Sheriff’s Office as a transient. This public notification is being made pursuant to PC 290.45.
