GFL Yard Waste Advisory:

Due to the outbreak, GFL has advised Harper Woods that it is TEMPORARILY SUSPENDING YARD WASTE PICKUP effective Monday, April 13, 2020.

DO NOT place yard waste at the curb. Residents are encouraged to mulch their lawns. This measure is being taken to protect the community and their front-line employees from the risks of the COVID-19 outbreak and make sure that the ESSENTIAL services of municipal solid waste collection can be made.

Curbside garbage services will continue to run. GFL asks that garbage containers be placed at the curb by 7 a.m. on your regularly scheduled pick-up date. Contact GFL directly if you have any questions at 844-464-3587.

In addition, Landscaping Services are not considered critical infrastructure workers under Executive Order No. 2020-21 or No. 2020-42 which will go into effect April 9, 2020 at 11:59 pm and continue through April 30, 2020 at 11:59 pm.

Residents will not be ticketed for tall grass during the E.O. due to Landscaping Services not being able to provide lawn cutting services.

The Public Safety Department understands that this is an inconvenience for residents, but the Public Safety Department will not defy any of Governor Whitmer’s Executive Orders which are in effect to protect public health during the outbreak.

Littering:

The health and safety of all Harper Woods residents is a number one priority during all times but is even more of a priority during the current COVID-19 outbreak. The Public Safety Department is receiving complaints of shoppers or residents discarding PPE equipment such as gloves and masks in parking lots or on side streets and sidewalks throughout the city.

The Public Safety Department would like to remind the community to discard used PPE in an appropriate trash receptacle. Any violators will be issued a citation for littering. The Harper Woods City Ordinance for littering is listed below:

Sec. 13-2. - Litter in public places
No person shall throw or deposit litter in or upon any street, sidewalk or other public place within the city except in public receptacles, in authorized private receptacles for collection, or in official city dumps.

Sec. 13-19. - Civil infraction.
A violation of the provisions of this chapter, sections 13-1 through 13-18, is a municipal civil infraction for which the fines shall be not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for the first offense and not less than one hundred dollars ($100.00) nor more than one thousand dollars ($1,000.00) for subsequent offenses, in the discretion of the court, and such fines shall be in addition to all other costs, attorney fees, damages, expenses, and other remedies as provided by law. For purposes of this section, "subsequent offense" means the violation of the provisions of this chapter committed by the same person within twelve (12) months of a previous violation of the provisions of this chapter for which said person admitted responsibility or was adjudicated to be responsible, provided, however, that offense is committed on subsequent days in a period of one week following the issuance of the citation for first offense shall all be considered separate first offenses.
