SUMMARY:
Deputies from the Twin Peaks Sheriff’s Station initiated an illegal narcotics sales investigation at a residence in the 24000 Block of Zurich Drive in the community of Crestline. The residence was the subject of multiple citizen reports of suspicious activity and the location of two accidental narcotic related overdose deaths.

On May 7, 2020, deputies from the Twin Peaks Sheriff’s Station coordinated efforts with Sheriff’s Narcotics K9 Division, Sheriff’s Aviation, San Bernardino County Code Enforcement, San Bernardino County Building and Safety and San Bernardino County Animal Control. A search warrant was executed at the location and deputies seized quantities of methamphetamine, heroin, narcotic sales proceeds, narcotic sales paraphernalia and ammunition. Deputies arrested and booked nine people at the residence for a variety of narcotic-related offenses.

Richard Land Hoover was arrested for violation of HS11366, maintaining an operational drug house. Joshua James Rodgers was arrested for HS11351, possession of narcotics for sales, and PC30305(a)(1), convicted felon in possession of ammunition. Hoover and Rodgers were booked at Central Detention Center where they are being held on $75,000 bail, pending a bail verification hearing.

In compliance with the statewide Emergency Bail Schedule, bail for most misdemeanor and felony offenses must be set at $0. Because of this criteria, the remaining seven suspects were arrested and released from custody following the booking process.

A portion of the residence was determined to be illegal pursuant to County Code and was "red-tagged". Hoover was provided with a notice of County Code violation for maintaining an illegal structure and other code violations.
