Current Initiatives and Updates
- Reporting Public Health Order Violations - As L.A. County continues to have significant community transmission, we must be extra diligent to help slow the spread and NOT put our neighbors at risk of serious health complications, including death. Therefore, if you see a Public Health Order Violation, report it. The Department of Public Health (DPH) has an online form (also available on the City’s coronavirus page) where pictures of the violation may even be attached (but is not required). If you choose not to make a complaint online, contact the DPH Call Center at (888) 700-9995 Monday to Friday from 8:00 AM to 5:00 PM (except holidays). If necessary, you may contact the City’s the non-emergency contact number for public safety at (310) 545-4566. In the event of an emergency, call 9-1-1.
- No Case Updates Provided by County this Weekend - This weekend, DPH will be improving their data processing systems beginning on Friday, July 3rd until Monday, July 6th.Full data on case counts will continue to be collected, but will be reported on Monday, July 6, or earlier if possible.
- Special City Council Meeting Called July 3 to Consider Additional Outdoor Dining Options – Tomorrow, the City Council will hold a Special Meeting at 10:00 AM to consider additional outdoor dining options for restaurants to accommodate State and County prohibitions on indoor, in-person dining and required social distancing measures to limit the spread of COVID-19. Considerations will include but not limited to, usage of portions of the public right-of-way. View the agenda and attachments on the City's website. In the interest of maintaining appropriate social distancing, the City Council encourages the public to participate by using one of the options to submit public comments found on the City's website.
- L.A. County Closes Indoor Dining at Restaurants and Other Business Sectors – L.A. County Department of Public Health (DPH) issued a Revised Public Health Order following Governor Newsom’s announcement to shut down additional sectors due to surging Coronavirus cases. The Order includes immediate closure of indoor, in-person dining at restaurants (at malls and shopping centers) for 21 days. Outdoor dining and curbside/takeout are not impacted by the revised order. The order also includes closure of indoor operations at aquariums; view the press release for full details. Per the DPH Order issued June 28, bars remain closed until further notice, and all events and gatherings unless specifically allowed by the Order remain prohibited. Remember your face cover when going to dine outdoors or picking up curbside!
- Business License Tax Submittals Extension to July 31 - Recognizing the continued economic devastation that COVID-19 has had on our local businesses and economy, the City Council has extended the deadline for Annual Business License Tax Submittals to July 31, 2020.
- Celebrate Independence Day at a Distance – The City wishes you and your loved ones a Happy Fourth of July! As a reminder, block parties as well as indoor and outdoor gatherings with people outside of your household are not permitted. Please celebrate safely with only those in your household and continue to follow social distancing guidelines!
- Fireworks are Prohibited - The City of Manhattan Beach reminds the public that it is illegal to possess or discharge fireworks of any type in the City. The City continues to protect your well-being and property and please do not place us or yourselves in unsafe situations with illegal discharge of fireworks. Violators will be subject to fines and citations.
- L.A. County Closed Beaches, Beach Parking Lots, Bike Paths, Piers and Beach Access Points –As a reminder, DPH issued an Order to temporarily close public beaches, piers, beach parking lots (except for permit holders), beach bike paths, and beach access points for the Fourth of July weekend beginning 12:01 AM on July 3 and ending 5:00 AM on July 6. The closure includes Manhattan Beach, and is to prevent gatherings and crowds that may spread COVID-19. To that end, the City has increased weekend security measures to address outdoor activity, foot traffic, and any impact on residents and businesses. Additional personnel will monitor beach access and re-direct vehicular traffic where needed.
- Community Forum: Policing and Partnerships in Manhattan Beach – Please join us for a special virtual City Council meeting featuring a Community Forum discussing police policies and practices in Manhattan Beach, community partnerships, and implicit bias. Federal, State, and County Updates
- Update on Back to Work and Back to School – The U.S. Senate Committee on Health, Education, Labor and Pensions (HELP) held a full committee hearing on June 30 titled COVID-19: Update on Progress Toward Safely Getting Back to Work and Back to School. Visit help.senate.gov to view the update.
- CDC Telebriefing Update on COVID-19 – The Center for Disease Control (CDC) posted a podcast Update on COVID-19 with CDC Director Dr. Robert Redfield and CDC’s COVID-19 Incident Manager, Dr. Jay Butler. Visit cdc.gov to play the podcast or read the transcript.
- Actions in Response to COVID-19 – Governor Newsom issued an Executive Order that addressed a variety of issues in response to the pandemic, which includes:
- an extension for local governments to halt evictions for renters through September 30;
- an extension to obtain a marriage license via videoconference;
- waiving eligibility re-determinations for Californians who participate in Medi-Cal to ensure maintenance of health coverage;
- suspension of face to face visits for eligibility for extended foster care;
- permitting In-Home Supportive Services program caseworkers to continue caring for older adults and individuals with disabilities through video conference assessments;
- broadening enrollment in the California Work Opportunity and Responsibility to Kids (CalWORKs) program;
- allowing for self-attestation of pregnancy and conditions of eligibility, and waiving in-person identification requirements;
- an extension for mail-in driver’s license renewals and identification cards; and
- an extension for real estate license applications, renewal fees, and continuing education requirements for licenses.
- Homekey, Next Phase of COVID-19 Response to Protect Homeless - Governor Newsom announced the Homekey initiative which builds upon the State’s current COVID-19 response effort, Project Roomkey. Counties and cities across the State will identify hotels, motels, and vacant apartment buildings and apply for grant funds dedicated for Homekey. Once acquired, the local governments will plan for the long-term social services and subsidy needs of the Homekey buildings, with access to $50 million in dedicated Homekey support and an additional $300 million in general local homelessness support. - Runway to Recovery: Framework for Airlines and Airports – A joint guidance was released today that lays out a framework for implementing public health measures in the aviation sector to minimize the risk of COVID-19 transmission in the air travel industry protecting passengers, crews and airport workers. Visit transportation.gov to learn about a risk-based approach for COVID-19 outbreak mitigation planning and challenges specific to international travel.
- L.A. County Daily Briefing Statistics on COVID-19 – Today, DPH reports an increase in COVID-19 deaths with 55 confirmed new deaths and increases in hospitalizations. There are 2,204 new cases of COVID-19 in today's daily briefing. This is the fifth consecutive day of new cases over 2,000. This number is still missing lab reports from one of the larger labs. There are a total of 3,454 deaths; ninety-three percent of people who died had underlying health conditions and 7% did not. Testing results are available for nearly 1,133,000 individuals, with 9% of people testing positive. To view DPH's COVID-19 Surveillance Dashboard, visit lacounty.gov. To view L.A. The City of Manhattan Beach has proclaimed a Local State of Emergency (PDF) regarding the coronavirus (COVID-19) outbreak. Staff continues to monitor and speak with the health experts at Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Their health expertise and guidance are critical to the City’s planning and response to the coronavirus.
