Current Initiatives and Updates
- City Council Actions in Response to COVID-19 Indoor Dining Restrictions - Following the State and L.A. County Department of Public Health (DPH) Revised Order for the closure of indoor, in-person dining at restaurants, City Council took immediate action to assist Manhattan Beach Business Owners. Key Points in the Manhattan Beach Press Release includes:
- an extension for Business Owners parklet applications (encroachments into public parking spaces) and sidewalk dining;
- the City making necessary changes to traffic 1) reduction of speed on Highland Avenue from the northern City boundary to Rosecrans Avenue to facilitate outdoor dining and 2) closure of two portions of Ocean Drive immediately adjacent to Manhattan Beach Boulevard to facilitate outdoor dining in the public right-of-way; and
- the creation of an ad hoc task force committee to consider and address COVID-19 long term restrictions and solutions.
- Shop and Dine Locally Outdoors and Curbside; Bars & Indoor Dining Are Closed – Manhattan Beach has so much to offer in shopping, outdoor dining, and curbside pickup. Per DPH Order of 6/28, bars remain closed, but drinks are available while dining outdoors. The DPH Order of 7/11, closed indoor, in-person dining at restaurants. All events and gatherings unless specifically allowed by the Order, remain prohibited. Remember your face cover and practice social distancing when dining outdoors or picking up curbside!
- Community Forum: Policing and Partnerships in Manhattan Beach – Please join us for a special Virtual City Council Meeting featuring a Community Forum discussing police policies and practices in Manhattan Beach, community partnerships, and implicit bias. - Public Health: The Facts, The Options, and a Plan of Action – Health protocols and information are changing by the hour as we try to transition to a new reality. Clear up misunderstandings and learn options to help safely re-open your business. The Manhattan Beach Chamber of Commerce is hosting a “Zoominar” titled Public Health: The Facts, The Options, and a Plan of Action on Wednesday, July 8, from 9:00 AM to 10:30 AM. The panel of experts will discuss COVID-19 Return to Work Playbook, the Safe in the South Bay Pledge, and Health on Demand: Virtual Clinic. Federal, State, and County Updates
- Update on COVID-19 Testing – L.A. County funds $400,000 as part of its commitment to ensuring access to COVID-19 testing during a critical new phase of the epidemic. The State requested that labs prioritize testing turnaround for individuals who are most at risk of spreading the virus to others. The COVID-19 test site at the South Bay Galleria is now located at the Beach Cities Health District campus at 514 North Prospect Avenue in Redondo Beach. County residents interested in being tested for COVID-19 are encouraged first to contact their Primary Care Provider or Healthcare Center about receiving a test at their facility. If you do not have access to this care or are unable to contact them, free testing is available across L.A. County. Visit lacounty.gov/testing for more information or call 2-1-1.
- Expanding Career Opportunities for Women – The U.S. Department of Labor (DOL) announced $4.1 million in grants available to community organizations to recruit, mentor, train, and retain more women in quality apprenticeship and nontraditional occupational programs. The awards will help women gain new skills to succeed in the changing economic environment created by COVID-19. View the FAQs for program information or visit dol.gov.
- Don't Get Overcharged During COVID-19 - The L.A. County Board of Supervisors approved an urgency ordinance to strengthen protections for consumers and small businesses and a crackdown on price gouging during the COVID-19 pandemic. The ordinance imposes a civil penalty of up to $10,000 per violation. If you have been a victim of price gouging, contact L.A. County Consumer & Business Affairs at (800) 593-8222 or file an online complaint.
- Tax Deadline Nears – The Internal Revenue Service wants to remind taxpayers that IRS.gov offers tips on finding a qualified tax professional. The deadline to file is July 15. Forms and resources are available on irs.gov.
- Building Resilience Through Private-Public Partnerships Conference – As communities around the world begin to recover from the effects of COVID-19, society grapples with the new normal. These disruptions uncover vulnerabilities and shine a light on the need for total resilience - protecting individuals, preparing communities, and fortifying social systems. The U.S. Chamber of Commerce Foundation will host a virtual conference, Building Resilience Through Private-Public Partnerships (PPP) centered around the collaboration between the private, public, and nonprofit sectors and the preparedness, response, and recovery strategies to help mitigate the effects of all disasters. - Maintaining Healthy Family Relationships During Stressful Times - As a result of the COVID-19 pandemic, many families are spending more time together. This can create many rewarding moments and memories, but can also strain even the strongest relationships. The Administration for Community Living (ACL) National Center on Elder Abuse (NCEA) created the Keeping Family Together During COVID-19: A Checklist to help families maintain safe and positive household relationships and avoid physical, emotional, and financial harm. - Virtual Panel Discussion on Supporting Family Caregivers of Older Adults - Due to COVID-19, caregivers of older adults may be experiencing new challenges, and others may be new to caregiving responsibilities. The emotional, physical, and financial impact of caregiving can lead to stress and other health problems. ACL is hosting a Virtual Panel Discussion titled Supporting Family Caregivers of Older Adults through Times of Stress and Isolation on Thursday, July 16. - Reporting Public Health Order Violations - As L.A. County continues to have significant community transmission, we must be extra diligent in helping slow the spread and NOT put our neighbors at risk of serious health complications, including death. Therefore, if you see a Public Health Order Violation, report it. The Department of Public Health (DPH) has an online form (also available on the City's coronavirus page) where pictures of the violation may even be attached (but is not required). If you choose not to make a complaint online, contact the DPH Call Center at (888) 700-9995 Monday to Friday from 8:00 AM to 5:00 PM (except holidays).
- L.A. County Daily Briefing Statistics on COVID-19 – DPH confirmed the highest number of new cases of COVID-19 reported in a day with 4,015 new cases in today's daily briefing. The high number of cases is, in part, due to a backlog of about 2,000 test results received from one lab who just submitted lab results from July 2 through July 5 today. In Los Angeles County cases (excluding Long Beach and Pasadena), the age group 40 and below represents 51% of the confirmed cases. Testing results are available for over 1,213,000 individuals, with 9% of people testing positive. The daily positivity rate (a composite of a 7-day rolling average) has risen to 11.6%. There are 1,969 people currently hospitalized, 27% of these people are confirmed cases in the ICU, and 18% are confirmed cases on ventilators. Patients in hospitals remain substantially higher than the 1,350 to 1,450 daily hospitalizations seen three weeks ago. The number of daily cases of hospitalizations has steadily increased to over 1,900 since July 1. There are a total of 3,579 deaths; ninety-three percent of people who died had underlying health conditions. To view DPH's COVID-19 Surveillance Dashboard, visit lacounty.gov. To view L.A. The City of Manhattan Beach has proclaimed a Local State of Emergency (PDF) regarding the coronavirus (COVID-19) outbreak. Staff continues to monitor and speak with the health experts at Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Their health expertise and guidance are critical to the City’s planning and response to the coronavirus.
