- Virtual #CoffeewiththeMayor on Wednesday, July 15, 3:00 PM - Join Mayor Richard Montgomery for a casual conversation over a cup of coffee from the comfort of your own home on Wednesday, July 15, 3:00 PM to 4:00 PM via Zoom video conference! This is your opportunity to interact with the Mayor, get to know him, convey a concern, ask a question, or just listen to the conversation. - Businesses Can Expand Dining or Retail Outdoors - Following the State and L.A. County Department of Public Health (DPH) Revised Order for the closure of indoor, in-person dining at restaurants, City Council took immediate action to assist Manhattan Beach Business Owners. Businesses interested in expanding dining or retail use outdoors should email the Community Development Department or call (310) 802-5520 to apply for an Outdoor Facilities Permit.
- COVID-19 Case Counts Daily Monday Through Friday – The City of Manhattan Beach remains committed to providing the community with critical information and updates on the COVID-19 pandemic. The COVID-19 Situation Reports are published twice-a-week on Tuesdays and Thursdays. However, with the recent surge in COVID-19 cases, the City will now supplement the weekly report with posts on coronavirus case counts (latest numbers) via email and Nixle on Mondays, Wednesdays, and Fridays to keep the community informed.

Federal, State, and County Updates
- Update on COVID-19 Testing – The COVID-19 test site at the South Bay Galleria is now located at the Beach Cities Health District campus at 514 North Prospect Avenue in Redondo Beach. County residents interested in being tested for COVID-19 are strongly encouraged first to contact their Primary Care Provider or Healthcare Center about receiving a test at their facility. If you do not have access to this care or are unable to contact them, free testing is available across L.A. County. Visit lacounty.gov/testing for more information or call 2-1-1.
- Places of Worship Updated Protocols - DPH recently updated the Protocol for Places of Worship Health Officer. It now aligns with Governor Newsom's State Guidelines released July 6. The modifications prohibit singing and chanting for indoor services. Visit publichealth.lacounty.gov for more information.
- Updated Protocols Require Reporting of COVID-19 cases and HVAC – DPH recently updated several Re-opening Protocols on July 8. The modifications include but are not limited to requiring some businesses to have HVAC in working condition and requiring businesses to report clusters of COVID-19 cases to Public Health. - Paycheck Protection Program has Re-Opened - The U.S. Small Business Administration (SBA) has re-opened the Paycheck Protection Program (PPP) application. The deadline to apply for the PPP loan is August 8. Visit sba.gov for more information and to learn more about loan forgiveness criteria.
- SBA and Treasury Release PPP Loan Data – The SBA and Treasury Departments released loan-level data made under the Paycheck Protection Program (PPP). The disclosure of the 4.9 million PPP loans covers an appropriate balance of transparency while protecting the sensitive information of small businesses. - EDD and Pandemic Emergency Unemployment Compensation Benefits – The Employment Development Department (EDD) completed its phased roll-out of the Pandemic Emergency Unemployment Compensation (PEUC) extension. The PEUC provides up to 13 weeks of additional benefits once someone runs out of their regular unemployment insurance benefits. The benefits are part of the federal CARES Act. - #ShopSafeShopLocal– The Governor's Task Force on Business and Jobs Recovery launched the #ShopSafeShopLocal campaign because supporting nearby stores, business owners, and local employees, are essential to recovery. Objectives of the campaign include helping small businesses operate safely amid the COVID-19 pandemic, growing their digital footprints, and launching the #ShopSafeShopLocal site that connects California's small business owners to critical tools and resources. - Pandemic-EBT Applications Due July 15 – Children who are eligible for free or reduced-price meals at school are eligible for food benefits called Pandemic EBT or P-EBT. P-EBT benefits help families in California buy food when school is closed. Families eligible for free or reduced-price meals and do NOT get CalFresh, Medi-Cal, or Foster Care benefits must apply online for P-EBT by July 15. Visit ca.p-ebt.org for more information.
- More Firefighting Support Amid COVID-19 Pandemic – The State will hire 858 more firefighters. The initiative is to be better prepared to meet wildfire season and address significant changes to emergency operations and sheltering to protect firefighters and evacuees respective of COVID-19 protocols. - Clinical Trials Network to Test COVID-19 Vaccines and Other Prevention Tools – The National Institutes of Health (NIH) has established a clinical trials network. Volunteers are needed to test investigational vaccines and monoclonal antibodies intended to protect people from COVID-19. Visit coronaviruspreventionnetwork.org to learn more about the different stages of vaccine research, the coronavirus vaccine, and monoclonal antibody studies. - Reporting Public Health Order Violations - As L.A. County continues to have significant community transmission, we must be extra diligent in helping slow the spread and NOT put our neighbors at risk of serious health complications, including death. Therefore, if you see a Public Health Order Violation, report it. The Department of Public Health (DPH) has an online form (also available on the City's coronavirus page) where pictures of the violation may even be attached (but is not required). If you choose not to make a complaint online, contact the DPH Call Center at (888) 700-9995 Monday to Friday from 8:00 AM to 5:00 PM (except holidays).
- Tax Deadline Nears – Per the IRS, taxpayers who have yet to file their tax returns should file electronically now and choose direct deposit if getting a refund. File electronically for free. Taxpayers with income $69,000 or less in 2019 can use the IRS Free File software to do their taxes. Also, regardless of income, taxpayers comfortable in preparing their own taxes can use electronic versions of IRS forms to complete their taxes and file online at IRS.gov/freefile.
- Public Health Updates COVID-19 Data Portal – DPH updated its online data portal to provide accurate and timely County COVID-19 data. The portal displays critical 7-day averages for:

- Testing Positivity Rates
- Number of Deaths
- Death Rates and
- Hospitalization Numbers
- Health Warning on Toxic Hand Sanitizers - The Centers for Disease Control (CDC) issued a health advisory warning NOT to use hand sanitizer manufactured by "Eskbiochem SA de CV" in Mexico, due to potential presence of methanol, a toxic alcohol. When absorbed through the skin or swallowed, methanol contamination can cause blindness and death. Most commercially available alcohol-based hand sanitizers or rubs contain either ethanol or isopropanol, which are safe to use. Visit emergency.cdc.gov for more information.
- Projections in Healthcare / Predictive Modeling - The Los Angeles County Department of Health Services (DHS) released an updated COVID-19 Projections of Hospital-based Health Care Demand through July 8. Per the update, the number of available, currently staffed ICU beds is more limited and could potentially become inadequate over the next four weeks. The model also suggests that about 0.37% of everyone in Los Angeles County is currently infected and infectious to others. This suggests about 1 in 270 (between 1 in 480 and 1 in 160) residents are currently infectious to others. Last week this estimate was 1 in 140. Visit lacounty.gov for more information.
- L.A. County Daily Briefing Statistics on COVID-19 – DPH has confirmed 50 new deaths and 1,777 new cases of COVID-19 in today's daily briefing. The number of new deaths remains higher than the 7-day average of 24 deaths. Testing results are available for nearly 1,240,000 individuals, with 9% of people testing positive. The daily positivity rate (a composite of a 7-day rolling average) is 9.2%. There are 2,037 people currently hospitalized; 26% of these people are confirmed cases in the ICU and 17% are confirmed cases on ventilators. This remains substantially higher than the 1,350 to 1,450 daily hospitalizations seen four weeks ago. There are a total of 3,689 deaths; ninety-three percent of people who died had underlying health conditions. To view DPH's COVID-19 Surveillance Dashboard, visit lacounty.gov. To view L.A. Staff continues to monitor and speak with the health experts at Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Their health expertise and guidance are critical to the City’s planning and response to the coronavirus.
