COVID-19 Update: Situation Report (July 16, 2020) See details:

Current Initiatives and Updates

  • Our Community, Our Health, and Our Responsibility – Los Angeles County hit concerning milestones this week, reporting the most cases in a single day, the most hospitalizations (young adults are making up 20% of the COVID-19 patients currently hospitalized), and tragically high death numbers. Without aggressive action on everyone's part, we will not get back to slowing the spread. We each must keep others and ourselves safe by using face coverings in public and maintaining a physical distance. At all times, wearing a face covering over both the nose and mouth lowers the risk of person-person contact for yourself and others. It is our community, our health, and our responsibility. Wear a face covering!
  • Wear a Face Covering When Leaving Home Or Pay a Fine – The City Manager issued a restrictive  Emergency Order strengthening the requirement for face coverings. The time for warnings is over.  All persons shall wear a face covering over both the nose and mouth whenever leaving their residence except for:
    • Persons under two years old;
    • Persons with a medical condition, mental condition or disability that prevents wearing a face covering;
    • Persons who are hearing impaired where the ability to see the mouth is essential for communication; and
    • Persons who are swimming or engaged in other water-based activities.
Citations for failing to wear a face covering will be issued with fines starting at $100 for the first violation, $200 for a second violation, and $350 for each subsequent offense after that. The Emergency Order went into effect on July 15 with limited exceptions. View the press release for more information.
  • State and County Close Indoor Operations in More Business Sectors - L.A. County Department of Public Health (DPH) issued a Revised Public Health Order following Governor Newsom's July 13 announcement to shut down indoor operations in select business sectors due to surging Coronavirus cases. The Order includes immediate closure of indoor operations of the following businesses until further notice:
    • Gyms and Fitness Centers;
    • Places of Worship;
    • Offices for non-essential businesses;
    • Personal Care Services (including nail salons, massage parlors, and tattoo parlors);
    • Hair Salons and Barbershops; and
    • Indoor Malls (exterior shops with public access may remain open; interior retail shops are closed for in-store shopping, but some may offer curbside pickup).

Federal, State, and County Updates

  • Update on COVID-19 Testing What You Need to Know Now -  As cases and hospitalization rise, many believe they need to get tested for COVID-19. However, Health Officials stress that is not the case; instead, there are basic ways individuals and businesses can and should protect themselves from coronavirus. In today's County press release, it highlights ten tips to navigate COVID-19 testing. The first tip is to reserve testing for those who have a medical or public health reason for it. Another is that healthcare providers are required by a recent Health Order to provide patients with access to COVID-19 testing. The County continues to expand its testing capacity; tests at all County-sponsored sites continue to be free of charge regardless of insurance coverage.  Visit lacounty.gov/testing for more information on COVID-19 testing or call 2-1-1.
  • Wear Face Coverings - Science Supports That It Works – A fluid dynamicist and mechanical engineer at the National Institute of Standards and Technology (NIST) illustrates airflow and how face coverings can slow the spread of COVID-19. Read the blog on nist.gov and view the PBS Video How Well Do Masks Work using the engineer's visualization and more! As a reminder, wear a face cover in the City of Manhattan!
  • Young Adult Safety Amidst COVID-19- The Center for Disease Control (CDC) produced a series of factsheets for young adults, ages 15 to 21, to educated and slow the spread. The factsheets cover a variety of topics, including what test results mean, social activities, how to stay safe at the pool or beach, how to wear a face covering, and other preventive measures. Visit cdc.gov for more information.
  • Protecting the Most Vulnerable in Our StateGovernor Newsom announced $600 million are available to local governments in funding for Homekey. Building on the success of Project Roomkey, Homekey is the next phase in the State's response, protecting Californians experiencing homelessness who are at high risk for serious illness from COVID-19. The initiative provides an opportunity to expand housing for the homeless with federal stimulus funds and other philanthropic sources. Visit ca.gov for more information.
  • On the Go – As you return to work, consider the opportunity for rideshare and public transportation. The Southern California Commuters: July / August 2020 newsletter is available for download. Check out the different ways you can get from point A to point B. Just do not forget your face cover, and remember to be physically distant!
  • L.A. County Daily Briefing Statistics on COVID-19 - DPH confirmed 59 new deaths and 4,592 new cases of COVID-19 in today's daily report. This is the most massive increase in new cases, surpassing the count from July 14. Over the last 48 hours, there have been 7,350 new cases. Testing results are available for over 1,440,000 individuals, with 9% of all people testing positive and a daily positivity rate of 12.8% (composite of 7-day rolling average). Of the 10,626 people ever hospitalized, there are 2,173 currently hospitalized; 27% are confirmed cases in the ICU, and 17% are confirmed cases on ventilators. Data shows younger people between the ages of 18 and 40 years old are being hospitalized at a higher rate than seen at any point in this pandemic. This age group totals 20% of the COVID-19 patients currently hospitalized. There are a total of 3,988 deaths; ninety-three percent of people who died had underlying health conditions.
