Crime Alert Bulletin for the week of July 13-19, 2020

Notable Cases

On Monday, 07-13-20 at 6:06 p.m., Officer Graner was on patrol on the 200 block of Rio Verde Street and contacted a driver who was in a vehicle that was double parked. The vehicle also had an expired license plate. Officer Graner observed the driver of the vehicle reverse and back into a garbage bin, causing it to fall. The vehicle then began maneuvering forward and narrowly avoided striking a parked vehicle. Officer Graner then saw a female quickly exit the front passenger door of the vehicle and walk towards a residence. Officer Graner said the subject in the driver’s seat exited the vehicle and left the vehicle running. Officer Graner approached the subject and could see the subject was profusely sweating and who was talking unintelligibly. The subject was uncooperative and did not want to comply with the officer’s questions. Other officers arrived to assist, and the suspect, a 53-year old San Francisco resident, was arrested for resisting, delaying or obstructing a police officer, being in possession of a controlled substance and for being under the influence of a controlled substance.

On Thursday, 07-16-20 at 1:15 a.m., Officer Moody was dispatched to the unit block of Cerro Drive on a report of a subject in the backyard of a residence. The reporting party (next door neighbor) heard banging noises coming from the backyard and saw a silhouette of a flashlight. Officer Dhaliwal and Officer Wagnon arrived and saw the gate was pushed completely open and was held open by a lamp on the ground. Coincidentally, one of our Police Assistants was issuing a citation to a vehicle in front of the residence when the officers arrived. The officers saw a broken window to the rear of the residence and set a perimeter around the house in case someone was inside the residence. Officer Shoopman advised he saw two male subjects walking southbound across Southgate Avenue from Cerro Drive and detained the subjects until an investigation was conducted. The officers determined the two subjects, 28 and 33-year old Oakland residents, were the individuals involved in attempting to break into the residence. The vehicle that was cited in front of the residence belonged to one of the suspects. A complaint is sought against both for residential burglary.

On Thursday, 07-16-20 at 12:50 p.m., Officer Gill was dispatched to Jefferson High School on a report of a man with a gun. Lt. Mussman was flagged down by staff at the school who said a subject described as a white male wearing a green jacket and black shorts randomly shouted, while on school property, that he had a firearm. Officer Gill was directed by bystanders to a subject matching the description standing on the corner of Bruno Avenue and West Cavour Street. Officer Gill contacted the subject who was profusely sweating and hyperventilating. The officer immediately realized the subject was displaying symptoms of being under the influence of a controlled substance. Officer Gill subsequently arrested the suspect, a 37-year old San Francisco resident, for being under the influence of a controlled substance. The subject did not have a firearm.

On Thursday, 07-16-20 at 2:32 p.m., a 31-year old San Francisco resident reported being the victim of a brandishing of a firearm by a Hispanic adult on the 6700 block of Mission Street. The victim told Officer Reyes that as he was walking on the west side of Mission Street, he saw two subjects crossing Mission Street towards the Mid-City Market. The victim said he saw the male subject reach inside his female friend’s purse and remove a black handgun. The victim said he made eye contact with the suspect, and the suspect then placed the gun inside his waistband and covered it with a sweater. The victim said the subjects left the store and got inside of a vehicle in the parking lot of EZ Auto Sales. The officer contacted the two subjects, a 22-year old female San Francisco resident and a 20-year old Daly City resident, and she found an imitation black firearm (BB Gun) in the male’s waistband. The victim did not want to sign a Citizen’s Arrest form.

On Saturday, 07-18-20 at 5:03 p.m., Officer Taylor was dispatched to Serramonte Shopping Center on a report of a hit and run collision. The victim said he was parking his vehicle in the lot between Dick’s and Cost Plus and was waiting for a spot. While he was waiting for the spot to open, the victim said a subject in a silver Dodge Ram started honking at him for blocking the road. The victim said he did not move and continued to wait for the vehicle to exit the stall so he park in it. The victim said after he exited his car and started walking toward the mall, he said the silver Ram accelerated toward him, and he had to jump out of the way. The victim said the right side of the Ram struck his right arm, leaving an abrasion. The victim, a 21-year old Daly City resident, said he walked toward the aisle where the Ram was so he could photograph the vehicle. Officers were able to identify the driver of the vehicle, and a complaint is sought against the suspect, a 22-year old San Bruno resident, for assault with a deadly weapon via vehicle.

There were no robberies during the past week.


Residential Burglaries

There was one residential burglary during the past week.

On Thursday, 07-16-20 at 1:15 a.m., a residence on the unit block of Cerro Drive was burglarized. See “Notable Reports” for more information.


Commercial Burglaries

There were no commercial burglaries during the past week.



Vehicle Burglaries

There were two vehicle burglaries and one attempted vehicle burglary during the past week.

• 300 block of Coronado Avenue—nothing was taken from a 2010 Volkswagen Jetta. The method of entry is unknown. Occurred between 7:00 p.m. on 07-13-20 and 10:00 a.m. on 07-14-20. **On-line report.
• Unit block of Poncetta Drive—a garage door opener and paperwork were taken from a 2012 Acura TSX. The method of entry is unknown. Occurred between 12:00 a.m. and 5:15 a.m. on 07-15-20. **On-line report.
• Unit block of Clifton Drive—attempted burglary of a Honda CRV. A subject was seen looking into vehicles on 07-14-20 at 12:38 a.m.


Stolen Vehicles

There were four vehicles stolen during the past week. One vehicle was recovered.

• 300 block of Washington Street—a 2011 Ford E250. Occurred on 07-15-20 at 2:16 a.m. **Recovered in South San Francisco later in the morning.
• Callan Boulevard/Clarinada Avenue—a 1985 Toyota pickup. Occurred between 8:00 p.m. on 07-16-20 and 9:15 a.m. on 07-17-20.
• Unit block of Kent Court—a 1999 Acura Integra. Occurred between 7:00 p.m. on 07-18-20 and 8:20 p.m. on 07-19-20.
• Longview Drive/Belcrest Avenue—a 2000 Honda Civic. Occurred between 11:00 p.m. on 07-19-20 and 6:15 a.m. on 07-20-20.

Miscellaneous

• There were 9 domestic disturbance cases reported
• There was one shoplifting incident reported
• There were 2 cases involving an involuntary psychiatric hold
• There were 4 malicious mischief/vandalism cases reported
• There was 1 arrest for public intoxication
• There were 3 hit and run collisions reported


Scams/Other

Possible COVID-19 Scam

This did NOT happen in Daly City, but I saw this on-line, and I can see it could happen here. In this scam, a person receives a call from someone who says, “According to our system, you are likely to have been in close proximity to someone who has tested positive for COVID-19.” The caller tells the person that he/she needs to self-isolate for seven days and take a COVID-19 test. When the person asks the caller who that person was, the caller says it is confidential. The caller says that the person needs to be tested within the next 72 hours and asks for the best mailing address to send a kit to the person. The caller then tells the person that he/she just needs to take a payment card for the kit. The caller becomes persistent and says there are penalties for not complying. Those callers know their audience and will definitely be able to get away with their scam. Please do not fall for it!


Money Laundering Scam

On Thursday, 07-16-20, Officer Hepler met with a 65-year old Daly City resident who reported he was the victim of a scam. The victim said two days prior, he received a call on his cellphone from a man named “David Nelson” from the Department of Homeland Security. “Mr. Nelson” said he was an agent and was investigating him for money laundering. Ultimately the caller advised the victim that if he wanted his legal and criminal problems to go away, he would have to purchase gift cards and give the numbers on the back of the cards to Homeland Security. The victim said he also spoke with someone else, “Michael Reed”, from Homeland Security. The victim told the officer he went to a local drug store and purchased $1,500 and $1,800 in gift cards and later realized he was scammed.
