Narrative:
At about 10:45 am on the morning of July 23, 2020, deputies and detectives from the Moorpark Sheriff’s Station conducted a probation search at a residence located in the 15700 block of Arroyo Drive, in the City of Moorpark. As a result of the search, deputies arrested five suspects for a variety of criminal charges.
 
The case began earlier that morning when deputies from the Moorpark Police Station learned there was a 17-year-old at risk runaway at the location. Information received by the deputies indicated the runaway had a felony warrant for her arrest and was being supplied narcotics by the individuals at the residence.
 
Deputies, with assistance of detectives from the Moorpark Investigations Bureau, went to the residence in order to contact the female juvenile. The officers were familiar with the homeowner, Russel Dow, who was on local probation with search terms for drug related and child endangerment convictions. Prior to the officers being able to conduct a probation search, however, dispatchers at the Sheriff’s Communication Center received a 911 call stating an emergency situation was occurring in a different part of the City of Moorpark. Several of the on-scene deputies responded to the emergency call several miles away. The deputies found no emergency and  suspected Dow made the phone call in an attempt to divert the officers from entering his residence.
 
Officers regrouped and gave several orders for the residents to come outside. All lawful orders were ignored. The officers forcibly entered the residence which had been barricaded by the residents. They contacted 5 individuals, including the homeowner and the juvenile runaway.  After an investigation, all five suspects were arrested on a variety of charges.  Below are the contacted individuals and their charges:
 
Russel Dow – 11366 H&S - Maintaining a Place where Drugs are Used or Sold, 11378 H&S - Possession of Methamphetamine for Sale, 11380 H&S - Providing Methamphetamine to a Juvenile, 272 PC - Contributing to the Delinquency of a Minor, 148.3 PC - Reporting of a False Emergency, 148(a) PC - Obstructing an Investigation, 11550(a) H&S - Using Drugs, 11364 H&S - Possession of Drug Paraphernalia.
 
Robert Schneider – 11550(a) H&S - Using Drugs, Two Misdemeanor Warrants
 
Coty Hackett – 11550(a) H&S - Using Drugs, 3056 PC Parole Hold
 
Michaela Feczko – 11550(a) H&S - Using Drugs
 
Female Juvenile – Felony Warrant
 
The four adult suspects were booked at the Ventura County Main Jail and the juvenile runaway was lodged at Juvenile Hall.  Court dates are pending.
