- Eat Local, Shop Local, and Spread Local Love! – As the business community navigates the County Health Orders during the pandemic, it is imperative that we support our local business community as best we can! Our community is fortunate to have a wide variety of businesses that can service your needs as you stay safe during the pandemic. Businesses regularly support our community with sponsorships, contributions and donations. It is our time to return the favor. Support them the way they support us. - Assemblymember Al Muratsuchi to Talk Business Challenges – The Manhattan Beach Chamber of Commerce is hosting a free virtual event tomorrow at 12:00 PM with Assemblymember Al Muratsuchi to address the business and residential community concerns during the pandemic. Assemblymember Al Muratsuchi (D-Torrance) represents the South Bay and California's 66th Assembly District. Discussion topics will include business owners and the types of legislative changes needed. Register and submit questions in advance to help address as many concerns during the one-hour opportunity. The virtual meeting is open to everyone. - Businesses Expand Dining and Retail Outdoors – Several businesses successfully expanded their dining and retail operations outdoors following the DPH Revised Order for the closure of indoor, in-person dining, whereby Council took immediate action (see press release). Businesses interested in expanding dining or retail use outdoors, should email the Community Development Department or call (310) 802-5520 to apply for an Outdoor Facilities Permit.
- County Unveils Compliance Plan to Enforce Health Officer Orders - Since March, Public Health received a total of 17,808 Health Officer Order complaints and investigated 17,000+ restaurants, 3,500+ grocery stores, 600+ pools, and 3,000+ other types of businesses. Most of the businesses under investigation either came into compliance or were working towards compliance and were not closed. DPH announced a tiered compliance and enforcement plan that begins at the end of August. Fines will be issued to businesses that are non-compliant and continue to violate Health Officer Orders. - Our Community, Our Health, and Our Responsibility –COVID-19 cases and hospitalizations continue to increase in L.A. County. Without aggressive action on everyone's part, we will not get back to slowing the spread of COVID-19. At all times, wear a face covering securely over both your nose and mouth to lower the risk of person-person contact for yourself and others – and avoid a fine! Protect the ones you love, avoid the three C's 1) Confined Spaces, especially with poor ventilation. Outdoors is better than indoors. 2) Crowds – the more people, the higher the risk. 3) Close Contact – staying further apart is safer than being close together. The more C's, the higher the risk.

Federal, State, and County Updates
- Update on COVID-19 Testing – As the need for COVID-19 testing continues to rise, the County and the City of Los Angeles are working together to ensure and expand testing capacity at current sites. Due to this expansion, County and City-operated testing sites have a combined ability to test over 140,000 people. County residents needing a COVID-19 test are strongly encouraged first to contact their Primary Care Provider or Healthcare Center about receiving a test at their facility. If you do not have access to a Primary Care Provider, Healthcare Center, or are unable to contact them; free testing is available. To schedule a test, visit lacounty.gov/testing or call 2-1-1. If you are positive for COVID-19 and have not yet connected with an L.A. County Department of Public Health (DPH) Specialist or need more information on services, DPH has a dedicated call line for confirmed cases. Call (833) 540-0473 if you are positive for COVID-19.
- Multisystem Inflammatory Syndrom in Children - As of July 21, 23 cases of Multisystem Inflammatory Syndrom in Children (MIS-C) have been reported in California. The majority of the cases (15) are from Los Angeles County. MIS-C is a rare inflammatory condition associated with COVID-19 that can damage multiple organ systems. MIS-C can require hospitalization and be life-threatening. Parents should be aware of the signs and symptoms of MIS-C, which includes fever (that does not go away), abdominal pain, vomiting, diarrhea, neck pain, rash, bloodshot eyes, or feeling tired. Contact your child's doctor immediately if your child has these symptoms. Early diagnosis and treatment of patients are critical to preventing long-term complications. - CARES Act Spending Package for Residents and Businesses Support – L.A. County Board of Supervisors approved a $1.22 billion CARES Act spending plan to provide a broad range of COVID-19 services and support for residents and businesses affected by the pandemic. - Contract Tracing - The DPH is providing $10 million to community-based organizations, particularly in the hardest-hit communities, to encourage participation with case investigation and contact tracing efforts to help slow the spread of COVID-19. DPH is also piloting a $20 gift card incentive program to thank individuals for participating in the hour-long contact tracing interview. - CANCER and Coronavirus –The U.S. Food and Drug Administration (FDA) created a website dedicated to COVID-19 for people with cancer. The site provides resources for patients, health care professionals, and advocates and highlights how the FDA is working to meet the needs of this vulnerable community during this critical time. - State Stockpile of Personal Protective Equipment – Governor Newsom announced the State to maintain a stockpile of 100 million N95 respirators and 200 million surgical masks to increase COVID-19 response and preparedness. The State has also been able to assist other states with their unmet emergency PPE needs. For more information, visit ca.gov.
- Hiring for In-Home Services or Repairs during COVID-19 –The CDC created tips for staying safe and slowing the spread of COVID-19 while scheduling services or repairs inside the home. This may include installation and repair of plumbing, electrical, heating, or air conditioning systems, painting, or cleaning services. Visit cdc.gov for more information.
- U.S. Agreement to Own Possible COVID-19 Vaccine– The U.S. Department of Health and Human Services (HHS) and the Department of Defense announced an agreement with Pfizer Inc. for the production and delivery of a COVID-19 vaccine. The U.S. government will own the vaccine if the product receives Emergency Use Authorization (EUA) or licensure from the FDA after completing a demonstration of safety and efficacy in a significant Phase 3 clinical trial. By entering into this agreement now, a safe and effective vaccine can be shipped quickly if FDA grants EUA or licensure. For more information, visit hhs.gov.
- Medicare Facilities Benefit from Provider Relief Funds - HHS devotes $5 billion of the Provider Relief Fund authorized by the CARES Act to Medicare-certified long term care facilities and state nursing homes. The funds can address critical needs in nursing homes such as additional staff, infection control programs, testing, and other services, such as technology for virtual family visits. - L.A. County Daily Briefing Statistics on COVID-19 - DPH confirmed 49 new deaths and 2,014 new cases of COVID-19 in today's daily report. Testing results are available for nearly 1,593,000 individuals, with 10% of all people testing positive. Of the 11,960 people ever hospitalized, there are 2,210 currently hospitalized; 28% are confirmed cases in the ICU, and 19% are confirmed cases on ventilators. The number of hospitalizations has remained over 2,200 for five consecutive days. There are a total of 4,262 deaths; ninety-two percent of people who died had underlying health conditions. The City of Manhattan Beach has proclaimed a Local State of Emergency (PDF) regarding the coronavirus (COVID-19) outbreak. Staff continues to monitor and speak with the health experts at Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Their health expertise and guidance are critical to the City’s planning and response to the coronavirus.
